Title: ADSB: Operational Evaluation OpEval

1
ADS-BOperational Evaluation (OpEval)
  • Captain Bob Hilb UPS
    Airlines/Cargo Airline Association
  • May 9, 2000

2
Agenda
  • OpEval 1
  • OpEval 1 Final Report
  • Fleet Wide Certification
  • OpEval 2
  • Cost Benefit

3
ADS-B OpEval
  • July 1999 - Operational Evaluation Wilmington,
    Ohio
  • Demonstration of air-air capabilities
  • pilots maintained precise spacing in traffic
    pattern
  • planned 95 approaches - completed 217
  • Very positive results

4
OpEval Final Report
  • PHASE I OPERATIONAL EVALUATION
  • FINAL REPORT
  • CARGO AIRLINE ASSOCIATION (CAA)
  • FAA SAFE FLIGHT 21 PROGRAM
  • APRIL 10, 2000
  • PREPARED BY
  • OPERATIONAL EVALUATION COORDINATION GROUP (OCG)
  • ADS-B.COM

Flight crew perception of CDTI Summary
  • Crews were mixed on the use of the CDTI system as
    an aid to surface awareness
  • Crews agreed that the CDTI was an aid during
    departure and en route flights
  • Crews agreed that the CDTI was an aid to station
keeping during in-trail or lead climbs and
    descents
  • Crews agreed that the CDTI was very useful as an
aid to visual acquisition during IMC and VMC, and
that it assisted spacing during visual approaches
  • Crews found the workload acceptable, although
there appears to be some evidence of distraction,
and issues related to head-down time, which may
be due to unfamiliarity with the CDTI

6
Controller Perceptions of CDTISummary
  • Positive effects on aircrew capabilities,
controllers ability to maintain safe and
efficient traffic flow, and providing control
    information
  • Positive effect on sequencing, issued less
spacing info. (1 of 4 positive comments)
  • Aircraft cleared to follow on downwind turned
    earlier and followed closer
  • Concerns about increased pilot requests, aircraft
following too close, call sign confusion, and
pilots following traffic only seen on CDTI
  • Concern over pilots use of info on CDTI to
initiate requests for sequencing or to question
    controller intentions thus increasing controller
workload and interfering with control operations
(All 3 controllers made this comment)

Conclusions
  • ADS-B ready for operational deployment
  • Combined with Capstone work a solution for high
    and low altitude Gulf Airspace
  • Only solution that combines air-to-air and air-to
    ground safety and operational benefits
