Title: GENERAL DEVELOPMENT ISSUES
1GENERAL DEVELOPMENT ISSUES
- Downturn less issues but the Development Plan
(DP) must take account of the future - Young population must be planned for into the
future - Must be an aspirational aspect to the plan A
Vision - Must have the framework for changes
- Urban Centres Population changes need to be
taken account of How are we going to serve
these towns, Viable and Sustainable - Malahide being squeezed by Swords, Businesses
hurting because of lack of infrastructure eg.
Parking and Traffic Commercial pressure - A ring road around Malahide?
- Bridgefield Car Park should be developed.
2GENERAL DEVELOPMENT ISSUES cont
- Remember agriculture here is going through a
hard time - Horticulture is also going through a hard time
- Water is major issue
- Agriculture may be affected by Landfill
- Glasshouses Planning Permission needed should
not be subject to Development Levies - Housing - balance between keeping Rural
Communities, needs of the family v need to
protect Rural Areas - Respect existing Communities
- Difficult to buy site if you dont own land
3GENERAL DEVELOPMENT ISSUES cont
- Population /Housing Eircom duct network areas
in sites needed in new areas for exchanges - FAS Growth imbalance in Blanchardstown need
for smaller units and localised units for
training . No joining up between Blanchardstown
and Swords Greater spread of training
facilities needed - Transport issues in Lusk and Skerries Difficult
to get to Blanchardstown for training Encourage
Public Transport use Small Bus Corridors - Tie up needed between 4 Dublin Plans
- CIF Accuracy needed in Population projections
and co-ordinated approach between 4 Local
Authorities
4GENERAL DEVELOPMENT ISSUES cont
- D15 Chamber of Commerce Potential change in
Dublin 15 Area re ethnic composition - Blanchardstown needs to be a destination as a
recreational area around Tyrellstown eg
Snowtopia - Where can recreational areas be developed, Need
to Identify this - Should be preparing for our role in Dublin City
region - Need to have economic vision as well as physical
vision - Protect the Rural areas and ensure that
agriculture is feasible, develop food industries
for added value Food Parks - Lack of Community Meeting space

Authorities, Central Government and Agencies
i.e. 6 year frame for DP v 20 year Regional Plan - Need for people who grow up in an area to live in
the area in an affordable way - Inspection for water proposal from Central
Government - duplicating work already done by
Dept. of Agriculture - Wind farms possible for farms to link into the
Grid - Development Plan for Wind farms diversify farm
economy - Issues around connecting to Wind farms
- Eirgrid High capacity lines 110 and over
- Gate process No. 3 now closed
7GENERAL DEVELOPMENT ISSUES cont
- Need for longer term Planning permissions
- Need for protection of network
- Need to relate Zoning to where grid is
- Encourage people to use different energy sources
- Co-operation between farms and companies
- ESB always envisage that there will be a need for
overhead lines Underground lines problems
with servicing - Upgrading in Rural Dublin and Urban areas
- Blanchardstown Area Partnership Covering all of
Dublin 15- Speed of new Development No amenity
facilities, Playing in the absence of community
Speech on behalf of Communities Permeability-
Growth in Ethnic minorities Rental
Accommodation Scheme SPC participation
8GENERAL DEVELOPMENT ISSUES cont
- Large shopping areas like the Pavillions has a
series knock on effect for all towns - Accessibility a key issue
- In Towns there must be clear distinction within
them to encourage vitality and internal movement
- An expression with plan that village centres
encourage balanced mix of use - Rates re-evaluation will have negative effect on
a number of businesses - Look at reasons for pre-ponderance of certain
types of uses (eg bookies, fast food)
9GENERAL DEVELOPMENT ISSUES cont
10ENTERPRISE EMPLOYMENT
- Need high quality well resourced for FDI
- Need to concentrate where networks are strong
(energy) plus services - Types of industry will change away from
manufacturing - Design of buildings energy efficient and carbon
neutral to reduce demand - R D increasingly important
- Focus on jobs that are less mobile, long term
fostering of jobs - Partnership type arrangements between Council and
business - Incubation Centre both as small set up centres
Enterprise space and support centres but also as
part of 4th level education.
11ENTERPRISE EMPLOYMENT cont
- Eg. The Invent Centre in DCU a good model
- Note Global Entrepreneurship Monitoring Report.
- Need a clear economic plan integrate Metro
North Indecon Report into DP - Need to look at Economic Corridors and use the
existing assets within it eg. Human capital - Need good transport service, access
- Must plan for energy efficiency, should move
ahead of basic standards. Use this as a selling
point. - Expanding public transport into and around Fingal
- Communications systems within business parks
should be of the highest standard fibre optic
12ENTERPRISE EMPLOYMENT cont
- Needs to be sufficient flexibility within plan to
allow changes in industry - DP should use feedback from big business in
Fingal eg. Though Invest Fingal - Take in enterprise needs of recent immigrants
- Tourism great resources in Fingal, create jobs
which are uniquely Irish - Create links between tourist attraction and the
existing towns - Dublin Airport impacts all area, a natural asset
- Examine the concept of Airport City from a
planning view point. Will it negatively impact on
other development along Metro? Need to be careful
13ENTERPRISE EMPLOYMENT cont
- Encourage and develop main functions of the
airport - How can we encourage more export companies into
Fingal? (the Export Board) - Regeneration small pockets, incentives for
companies - Need to support retail at more local level the
town centres - FAS Enterprise village needed incubation
units needed - CIF the importance of pre-planning
- D15 Chamber of Commerce types of employment,
skilled type high end employment - Eircom need for fiber optic communications to
be home working when buildings being built.
Standards meet in terms of internet etc.
14ENTERPRISE EMPLOYMENT cont
- FAS Bremore should be developed
- JIT facilities needed for businesses ie. Storage
facilities - Council should provide lead ie. Social employment
scheme - Metro North
- Demand for amount of zoning around Metro is
questionable - Importance of Metro Park
- Importance of P R and P R to be cost
effective - Tourism should be developed around Metro and in
Fingal leisure centres - Flexibility needed shouldnt predict type of
industry to develop - Encourage food production/processing
- Develop farm tourism/equestrian activity trials
needed
15ENTERPRISE EMPLOYMENT cont
- Have good idea of what costs will be- important
for business- ability to plan forward. Index
linking of development levies can be unfair. They
should be frozen for lifetime of permission. - Enterprise space very important in D15 and
Balbriggan. There are some facilities, but there
is a need for small units, for skill training
space, for enterprise supplementing FAS. - Home Based Economic activities example for
small businesses. - Need to facilitate Home Based Economic activities
in rural areas - No need for more zoning
- Agri-business need to look at uses permitted.

shortfall in 5 years. Need for cost-effective
energy. Need to facilitate energy infrastructure,
if not problem in 5 years. Need to link to local
needs
16ENTERPRISE EMPLOYMENT cont
- Metro North Demand for amount of zoning is
questionable Metro) - Importance of Metro West
- Importance of PR,RR should be multi-storey to
be cost effective - Tourism should be developed around Metro and in
Fingal - Flexibility needed should not predict type of
industry to develop - Develop farm tourism/equestrian Activity/trails
needed - Encourage food production/processing industry
- Develop Howth for Fishing/Tourism
17INFRASTRUCTURE TRANSPORTATION
- Drainage Rush/Lusk problems services at
capacity need for Portrane/Donabate WWTP. Urgent
need for provision of Treatment Plant. Need to
ensure treatment plants are of adequate size. - Floodplains building on floodplains just moves
flood further in. Can displace water over
farmland. Problems with flooding of land caused
by new roads. - Attenuation of surface water an important issue
- Recycling good facility have been provided
need for lower cost to encourage - Energy Corridors for multiple infrastructure
- Early notification of power requirements ESB will
facilitate if they know in good time. Engagement
with ESB at pre-planning stage essential
18INFRASTRUCTURE TRANSPORTATION cont
- D15 Connection to city centre very poor
- Rural transport initiative was very successful
- Train services improved link feeder buses
needed- reduce need to use cars - Need to keep Metro North on track
- Maintenance of Rural roads, potholes, verges
Thistle in verges detrimental to land which is
left in good state. Should landowners keep own
verges Insurance huge issue. - Focus on working and living in Fingal good
transport to job needed - Maintenance of existing roads vital in some
ways more important than building new roads. - Timing of New Roads may need to be reconsidered

- Access into the Airport quite good but in the
long term need to improve accessability - Access to Bremore Port
- Bremore Port where and what impact for Fingal
Transport links - Extend Dart to Bremore, road connections etc.
- Western bypass of Swords needs to be carefully
planned and developed in the short term - Wetland policies which can attract eco-tourism

- Metro West and Metro North important for
sustainable development but need connections to
other towns ie. Bus links
20INFRASTRUCTURE TRANSPORTATION cont
- Adequate transport networks to connect places
- Cycling better than expected, interest in
takeup of the new schemes. Improve cycle lanes
around places of work - Cycle lanes in the wrong place, should be safer

councils about taxi ranks need more ranks - Lack of co-operation between councils regarding
provision of water - All zoned land should be serviced
- Ducting needs to be high spec
- Flexibility needed ie sewer provision
- Sites needed for exchanges
- If site is un-serviced provide rebate on
development levies.
22HERITAGE ISSUES
- Fingal needs to be a place to live and work
- Need to develop culture centres eg Theatres and
Art Galleries both for a higher quality of life
and to attract Tourism link our main parks
better for tourism - Utilise what is there already eg linking
businesses with Tidy Towns - Need to protect Scenery, high landscape quality
- Fingal has a high quality environment higher
density development along economic and transport
routes would help this Cluster Development - Protecting the coastline is important
- Greenbelts that contain development within
Clustering Areas Dont want to create
artificial ones. Create them around crucial
areas. They need to have a viable use
23HERITAGE ISSUES cont
- Greenbelt restricted development need to have
greenbelts or some restrictions on development
before its gets down to an emergency situation
of keeping one or two fields - Important to protect existing heritage buildings
- Issue of ACA in towns-should be kept
- List of Protected Structures should be revisited
and updated - Need to balance between protection and
feasibility to keep building eg within working
farmyard - Carrot approach more practical than Stick
approach e.g. SAC farmers can build Hide and
charge entrance fee - County has a huge range of good buildings need
to promote them as well as protect Shackleton
Mills, Concerts in Ardgillan - Too many restrictions on parks - no cycling or
playing
24HERITAGE ISSUES cont
- Lake outside Balrothery should be opened up
- Natural Heritage
- Most of what you see is a business
- Most people are responsible
- Rights of Way/Trespass a problem
- Agri-tourism could be developed in places where
you are allowed to walk - No definitive map of rights of way, these should
not be imposed. Balance to be found should be
seen as an opportunity - Coastal Path keep as an objective, even if long
term - Beaches need to be cleaned and cars parked off
the beach - SACs are important to farmers need balance not
a blanket ban
25HERITAGE ISSUES cont
- Graveyard in Balbriggan- Problem to get access to
new graveyard in Balscadden. Land around existing
graveyard should be allocated to it. - Importance of Village Design statements
- Protect/Enhance straw roof cottages and water
pumps - Protect and enhance bridal paths
- Protect and enhance Martello Towers and castles
- Link heritage and tourism
- Need to balance protecting heritage with
developing it should not impact development
26HERITAGE ISSUES cont
27HERITAGE ISSUES cont
28CROSS CUTTING THEMES
- Feedstock a source of fuel (grown by farmers)
- Importance of high quality design
- To encourage Rural diversification plan could
provide exemptions for small enterprise units on
farms - Facility recycling
- Dont neglect the economic aspect of rural
development - Need for performance indicators to assess climate
change - Sustainable development measures eg solar etc.
not as effective as should be sustainable
development agenda needs to be tested and not
jump in head first - Social inclusion not build isolated development
29CROSS CUTTING THEMES cont
- Childcare facilities should be included in
workplaces and should be needs based - Childcare guidelines should not be applied
prescriptively - Need for facilities and services for older people
social activities - Cross Cutting Themes are acceptable
- Imagine Canada- seen as example to get other
sources of funding to provide more equality - Fairness in dealing with the Council- standard
changes should get the same response from each
planner - Infrastructure should be consistent with
development -allow for future growth especially
for sewer/new mains
30CROSS CUTTING THEMES cont
- Should there be a provision for review of
objectives in previous plan - Climate change should be in plan encourage
households to reduce C02 etc. - Overall objective to shift to renewable energy
supplies most people dont even consider what
energy they use, Council role is in education - Smart metering should be introduced
- Link up between Industry and farming Council
could act as Liaison - Costal Erosion is the Council keeping note of
this. Is there going to be man-made measures
necessary to protect coastal walkways
31CROSS CUTTING THEMES cont
- Climate change low lying areas eg Sutton need
to consider - Social Inclusion facilities needed. Fostering
links between business and community
organisations to bring them into employment and
education
32CROSS CUTTING THEMES cont
33CROSS CUTTING THEMES cont
