Combat Operations Center (COC) Overview
  • Milestone Decision Authority BGen Brogan
  • Program Manager Mr. Kevin Holt
  • Project Team Leader LtCol Michael Coolican

2
What is COC?
COC provides Marine Operational Forces with
Command and Control capabilities whenever and
wherever they operate or fight
  • Command and Control to Go
  • Increased Operational Capability and Mission
    Effectiveness
  • Enhanced Situational Awareness
  • Preservation of Resources

3
Requirements
  • The COC is a modular, scalable, and mobile
command post platform that hosts various C2
systems built to facilitate faster decision
    making
  • Prime mover system shall provide prime mover
    mobility
  • Power generation shall provide COC power
    generation and operation
  • Interoperability satisfy integration
    requirements
  • The COC will provide
  • Commonality and standardization among Marine
    systems
  • Integration with Marine, Joint, and Coalition
    systems
  • Rapid and flexible deployment and employment

  • COC Enables Increased OpTempo

Data layers for rapid on/off display enabling
rapid focus and declutter
COC presents information from all key staff
sections simultaneously and instantaneously Infor
mation is accurately pin-pointed and same
across all CTPs. Eliminates potential for human
placement errors. Information is presented
more quickly and efficiently
  • Friendly and enemy information is distributed up
and down the chain of Command
  • Digitally
  • Accurately
  • In near-real time

Plans and overlays rapidly disseminated across
multiple echelons of command
Allows automated injection of subordinate unit
locations into the digital map

CPOF in COC
  • On contract in 07
  • Deliveries begin JAN 08
  • Two positions in both (V)3/4
  • Combined Effort with USA CPOF Program Office
  • USMC S/W will be identical to USA S/W
  • CPOF will be IA certified
  • As part of COC S/W load
  • As a standalone system

21
Fielding Strategy
  • Every COC gaining command receives New Equipment
    Training (NET)
  • The 5-day NET coincides with delivery
  • FIVE NET courses Networking, Operators,
    Communications, COC familiarization,
    Communications Planning.
  • NET participation is directly proportional to
    effective system employment.
  • NET sites
  • Primarily in the gaining commands area, e.g.,
    Camp Horno or 6th Marines
  • Alternatively, can be done at Sim-Center CAMPEN
  • Alternatively, can be done at NET-site, CLNC
  • MTT for IIIMEF NET, MARFORRES NET, and other
    sites.
  • Supplemental training available upon request
  • COCs in use at Mojave Viper for Pre-Deployment
    Training Program (PTP)
  • Formal Learning Centers/TECOM received COCs OCT
    DEC 06
  • MCOTG received COCs NOV DEC 07

COC Sustainment
  • Sustainment
  • COC leverages ICE2 CLS for Field LOM No Depot
    LOM
  • Operator/crew troubleshoot to LRU
  • CLS engaged through local COR (Contracting
    Officer Representative)
  • ICE2 CLS coverage
  • Pre-positioned in Iraq, CLNC, CAMPEN, 29 Palms,
    HI, IIIMEF
  • Supports training exercises / embeds in MEUs,
    upon request
  • Support for MARFORRES available on a per-call
    basis
  • Govt spares management
  • Can provide limited over the shoulder refresher
    training
  • POCs
  • COR Ms Julie Thompson, (229) 639-6588,

23
OIF Performance
  • Performance in OIF
  • 21 operational COCs in theater since JAN 04
  • Sustained 97 Inherent Availability leveraging
    ICE2 CLS
  • 13 embedded CLS technicians, geographically
    dispersed
  • Prepositioned spares blocks
  • CLS allows use of Direct Vendor Delivery, time

24
COC Challenges
  • Tactical Data Systems are continually updated
  • Continual hardware upgrades (EOL, TDS, new
    systems)
  • PBL Contractor Logistics Support activities
  • Digital Battle Staff Training
  • Training, Techniques Procedures

25
COC Common Tactical PictureThe Bottom Line
  • Increased Mission Effectiveness for the Commander
  • Design for Optimum Readiness and Rapid
    Deployment.
  • C2 Capabilities Up and Running Quickly

Empowering Decision. Enabling Action.
26
Summary
  • Provides a mobile facility for the hosting,
transportation, and display of current and
planned battlefield tactical data systems (TDSs)
  • Establishes the baseline for future C2
    integration
  • Establishes a COC standard across the Marine
    Corps
  • Active Fleet participation essential for success
