Stockholm Convention on Persistent Organic
Pollutants (POP-s)
  • BiH is within the under signatures of the
    Conventionon POP-s in (Stockholm in 2001), but it
    has not ratified yet
  • In anticipation of ratification
  • BiH has prepared proposal and applied to GEF for
    support in the preparation of a National
    Implementation Plan
  • BiH is in the proccess the establishment of an
    operational unit to facilitate this process
    (Execution Agency)

    the management of POP-s and its specific

    provide a sound basis for strategic decision for
    indentification of priority activities, and for
    developing new policies, which will enable BiH to
    ratify and implement the Stockholm Convention on
    POP-s

    and identify substitution alternative chemicals

  • Prepare a National Action Plan for POP- s

Waste legal and policy framework is
  • Set of Environmental laws
  • Since 2002/2003 in Bosnia and Herzegovina (in
    both Entities) has adopted and come in to force
    the new set of environmental laws (environment,
    nature, air, water waste and eco found)
  • Laws of waste management
  • Laws on Waste Management are harmonized with EU
  • Decision 94/904/EEC and EUDirective
    91/689/EEC.
  • The Laws cover the management of all kinds of
    waste except radioactive waste.
  • General requirements for hazardous waste and its
    inceneration.
  • Condition for transboundary movement of hazardous
    waste inside and outside the entities.

Secondary legislation
  • The specific secondary legislation will
    additionally regulate waste oils management
    (Decree on collective system, packaging, and
    designation of waste-adopted on June
    2006)-harmonised with EC Directives
  • Generators of used oil are obliged to collect at
    least the minimum percentage of the used oil
    generated specified in the following table

Ongoing activities

    and Establishment of a Lubricating Oil Management
    System - UNEP/MAP

Export of waste with PCB, according to the Basel
Convention
  • 2003, waste with PCB (Transformations,
    Capacitors,Oil with PCB, solid waste with PCB)
    from two company JP Elektroprivreda BiH and RS
    transported to France on final treatment
    inceneration (19.355 kg)
  • 2006, from six company JP Elektroprivreda BiH
    Volkswagen, Skenderija, Bosanka, Unis-UTL and
    Mittal Steel Zenica transported (182.390 kg)

Main problem in waste management
  • Insufficient number of waste treatment and
    disposal facilities, especially those for
    treating hazardous wastes
  • Inadequate financing system for waste management
  • Lack of training and education of experts,
    authorities and general public
  • Lack of waste management information system
  • Legal regulation for hazardous wastes (secondary
    legislation) on types of waste and the methods
    for handling specific types of hazardous wastes)
    do not exist
  • A registry of hazardous waste generations as weel
    as cadastre of the total generated hazardous
    waste does not exist (with exception of Canton
    Sarajevo that prepared a hazardous inventory in
    the year 2000)

How the difficulties, concerns and obstacles
could be removed
  • Establish and enhance institutional environmental
    set up at state level
  • Set a time table for preparing all implementing
    by-laws for the Laws on waste management,
    including regulations, norms and standards
    consistent with EU practices
  • Establishment of database of waste
  • Environmental audits of hazardous waste sites or
    hot-spotshave been conducted
  • Introduction of fees for the hazardous waste
    generation
