2004-03-23 - The analysis is integrated with some information
about present situation of Italian NSDI
3Italian AnalysisBackGround
Following the initiative Intesa Stato-Regioni
per i Sistemi Informativi Geografici
(State-regions Agreement for Geographical
Information Systems based on formal agreements
between various Ministries and Public
Administrations), in November 2004 it has been
instituted the National committee for the
definition of the cartographic standards by the
Italian Government. To present, the Italian
Government has no operating NSDI but there exist
the national mapping agencies which have been
actively involved in the military sector (IGM
IIS CIGA) and the National Technical Service
(STN) and the Cadastre.
4Italian AnalysisNational Framework - Data Policy
and Legal Framework
- At now the program Sistema Cartografico di
Riferimento SCR (Cartographic Reference System
CRS) has started and it is based on the
networking of specific GISs. - It is not yet a fully operative NSDI.
- However, the Department of Civil Protection of
the Prime Minister Office, the Ministry of
Defence, the Ministry of Environment, the
Ministry of Technological Innovation, Regions,
Provinces, Counties are discussing, with the
scientific support of National Research Council,
about the opportunity to create a NSDI. - The INTERO INSPIRE SDIC is an initiative that
involves the previous institutions in order to
come up with shared SDI services at the National
level.
5Italian AnalysisNational Cartographic Portal
(PCN)
- The National Cartographic Portal (now available
at http//www.pcn.minambiente.it ) is the first
example of national SDI service to manage GIS
Data and Metadata as a matter of fact, it is the
Italian focal point for INSPIRE. - Recently, the National Portal was linked to the
National Registry of Geographic Data (Metadata
manager infrastructure of the Ministry of
Technological Innovation ). - The portal is also used to manage the entire
process of the Remote Sensing National Project
for hydraulic and hydro-geologic risks - Indeed, the new structured National Cartographic
Portal, managed by the Italian Government and
Regional Agencies, is the first candidate for
becoming the Italian NSDI.

- Annual costs for coordination
- The coordination committee is based on the
participation of functionaries of the different
administration involved. There is a technical
support to the Committee with costs detailed below

The costs to produce Regional specifications
compliant with the common national specifications
can be estimated at 250,000 (this cost includes
100,000 for coordination). According to a rough
estimation it will be possible, with 2-3M, to
migrate the current services and harmonise
existing data in order to be 100 compliant with
INSPIRE. If the transposition will be implemented
in 10 years, the result is that an annual
investment of 200-300,000 is needed that
includes the Region and the associated local
Authorities (about 30). Considering that some
costs are fixed (not dependent on the number of
inhabitants), this annual cost for a Region of
4,000,000 of inhabitants roughly corresponds to a
cost of 40-50,000 for a Region of 250-300,000
inhabitants.

As expressed by the Responsible of the Service of
the Region, the main benefits to set-up an
infrastructure like INSPIRE, are both the quick
access to the data, the improved quality of
services provided to the citizens and the
reduction of time lost to access the data both
for internal use of the Public Administration and
for the citizens or external professional
users. The last can be quantified in About 2
of reduction of time lost yearly by the personnel
of the Public Administration. Considering about
1000 operators the budget that can be saved
yearly is about 800,000 About 10 hours/year of
reduction of time lost by the users/citizens.
Considering about 4,000,000 people, the budget
that can be saved yearly is about 2.400,000

If we consider as a maximum amount of costs of
1M/year for the personnel needed to provide the
services the budget saved yearly is about
2,200,000. In addition to those benefits, the
costs for data reproduction are avoided. Before
the entry in force of web service the
reproduction costs were about 5-10 /map-sheet
now three are not cost associated and the
delivering of this information is free of charge
for digital downloading. (Source Lessons

been made before the directive that it asserts
The required investment of the preferred option
- a focused framework backed by an EU framework
Directive - will to a large extent be borne by
the public sector and is estimated at an average
of 3.65.4 million per annum per EU Member State
(EU25). This would represent only 1 of the total
expenditure on spatial information. The benefits
include environmental gains, wider social
benefits and gains by the private sector. Only
the environmental benefits have been quantified.
The average annual benefits per Member State
(EU25) amount to 27-42 million. Knowing that
these elements only represent a partial view of
the whole picture, the conclusion is that the
benefits outweigh the investment requirements by

- Main changes in the national organization
occurred after 2004 - The analyzed document offers values related to
the Italian situation at the beginning of 2004 - The document traces and offers very useful
information to get national and regional
parameters but it doesn't give the methodologies
and the indicators

- National Committee for the cartographic standards
and other government agency are producing some
studies about cost/benefit analysis - These studies will be ready within April of this
year. - There is appraising the constitution of the
National Geographical Institute. - A specific document about cost/benefit analysis
is going to be produced by the responsibles of
government offices so to upgrade the 2004
document - There is some other team to discuss about the
near problems into GMES community and there is
the opportunity to link and to integrate the
INSPIRE information with GMES results

(April 2006) - To analyze the used and proposed indicators
