Registration system in Croatia

• Based on two registers

Registration units

• Basic registration unit is cadastral parcel
• Data about cadastral parcel are registered in
  cadastre on cadastral map (graphical data) and in
  possession sheet (written data)
• One property unit can consist of several
  cadastral parcels
• Property units are registered in land book in
  land book sheet (written data)

Practical solutions

• Institutional merging there is no political
  support for institutional merging of registers

• Joint Information System Croatian solution
  (inter-ministerial and inter-institutional data
  linking, establishment of common data base)

  Administration (SGA) and
• ERICSSON Nikola Tesla d.d. Croatia, IGEA d.o.o.,
  Slovenien and Centre of Legal Competence
  Forschung Consulting GmbH Vienna, Austria.

JIS VISION

• Speeding up and simplification of the real estate
  registration in Republic of Croatia
• Adjustment ( harmonization ) of the data between
  cadastre and land registry
• Land Registry Data Base ( LRDB )
• Digital Cadastral Map Data Base ( DCMDB )
• Joint Information System (LRDB DCMDB process
  control JIS )

JIS GOAL

• The new system will be future proof system that
  will satisfy all requirements of SGA and MoJ and
  will contain system components such as
• a sophisticated system for administration and
  security,
• automated support for performing the processes
  and tasks (workflow engine),
• a "One-Stop-Shop" window for internal and
  external users,
• a complete (alphanumerical and geometric) data
  maintenance,
• a flexible reporting application for Cadastre and
  Land Registry.

JIS DILIVERABLES

• application software design and development
  (including Business Process Reengineering)

• installation and system integration (on
  separately procured hardware)
• maintenance during 3 years warranty
• data migration
• defining the minimum requirements for hardware
  procurement (guarantying necessary performance of
  JIS)
