2Introduction
- AB 2759 creates the California State Preschool
Program (CSPP), the largest state-funded
preschool program in the nation - The purpose of this webcast is to provide you
with information about the implementation of this
bill and how it impacts your programs
3Statutory Requirements
- The CSPP consolidates the five largest
center-based programs providing services to
three- and four-year-old children into one
contract - Agencies with CCTR contracts with only three- and
four-year-olds will be converted to a CSPP - CCTR contracts serving other ages in addition to
three- and four-year-olds will have both a CCTR
and CSPP contracts
4 Program Requirements
- Contractors can offer a part-day and/or full-day
program - Half of the children must be four-year-olds
- There are new reporting requirements and the CDFS
8501 has been revised
5Part-Day CSPP
- Must be operated from three hours to three hours
and 59 minutes per day for a minimum of 175 days - Families must establish eligibility only at the
time of initial enrollment - There are no family fees in part-day programs
6Full-Day CSPP
- Operated a minimum of 246 days per year unless
the contract specifies a lower number of days of
operation - The reimbursement structure is the same as that
for CCTR for services provided over four hours
per day - Families will establish eligibility at the time
of initial enrollment - Family fees will be assessed and collected based
on the current CCTR requirements
7Pre-K Literacy Part-day Full-day
- CPKP and CPKF will be consolidated into the CSPP
program and will be able to provide services to
both three- and four-year-olds and shall continue
to provide family literacy services - CSPP contractors will receive 2,500 per class
based on the original number of classes funded by
CPKP and/or CPKF contracts - These programs will continue to operate a minimum
of 175 days for part-day and 246 days for
full-day unless the contract specifies a lower
number of days of operation
8Implementation
- Agencies that hold a CPRE, CFDP, CPKP, CPKF
and/or CCTR contracts and serving only three and
four-year-olds will receive one CSPP contract
with a combined maximum reimbursable amount - The CSPP contracts will be effective July 1, 2009
- Agencies that currently hold CPRE, CFDP, CPKP
and/or CPKF contracts will receive one contract
with a combined maximum reimbursable amount

13Changes to CCTR Contract Amount in Future Years
- After the initial year of implementation,
contractors that - continue to hold a CCTR or a CSPP contract may
request - an amendment based on changes in demographics
