- Why Change?
- Goals are to
- Improve efficiency of operations and processes
- Conduct permitting, compliance, and enforcement
activities quicker, better, faster
4Organizational Changes
- Major changes to the Departments NPDES Program
- Functional realignment of permitting, compliance,
and enforcement activities - Move of permitting and enforcement functions for
construction and mining programs to Water

13Water Treatment Plant General Permit (ALG640000)
- Issued on April 23, 2008
- Effective July 1, 2008
- Expires June 30, 2013
- Authorizes Discharges of
- Filter Backwash
- Sedimentation Basin Wash Water
- Decant Water from WTPs
14Water Treatment Plant GP
Effluent Characteristic Units Daily Min DailyMax Mo. Avg. Frequency Sample Type
Flow MGD - Monitor Monitor 1/Day Instantaneous
pH s.u. 6.0 8.5 - 1/Month Grab
Total Suspended Solids mg/l - 45.0 30.0 1/Month Composite
Total Residual Chlorine mg/l - 0.019 - 1/Month Grab
Aluminum, Total Recoverable mg/l - 0.75 - 1/Month Composite
Iron, Total Recoverable mg/l - 1.0 - 1/Month Composite
Phosphorus, Total as P mg/l - Monitor - 1/Month Composite
15Water Treatment Plant GP
- Aluminum
- Total and Total Recoverable shall be considered
equivalent - Applicable only if Aluminum-based coagulants used
- Iron
- Total and Total Recoverable shall be considered
equivalent - Applicable only if filtration from iron removal
or iron-based coagulants used - Phosphorus
- Applicable only if phosphate-based corrosion
inhibitors used
16Water Treatment Plant GP
- GP Advantages
- Quicker
- NOI vs. Individual Permit Applications
- Permit
- Cheaper
- General Permit - currently 645
- Individual Permit - currently 2005 possible
additional fees
17Water Treatment Plant GP
- Possible GP Disadvantage
- Discharge limitations (pH, TRC, Al, Fe) do not
account for dilution - Individual Permits only account for dilution if
the 7Q10 of the receiving stream is non-zero
18Rule Change TMDL Compliance Schedules
- Pending Final Approval
- ADEM Admin. Code r. 335-6-6-.16
- Allows for the establishment of schedules of
compliance in NPDES permits to achieve TMDLs - ButCompliance still required as soon as possible
19303(d) List / TMDL Status
- Section 303(d) of the CWA and 40 CFR Part 130
specify requirements for identifying impaired
waters and developing TMDLs to address the
impairments - Waters determined to be impaired are included on
the States 303(d) list - The list is revised following public comment
every 2 years - The 2008 303(d) list was approved by EPA Region
4 on April 22, 2008
20The 2008 303(d) List
- The 2008 list includes
- 147 unique waterbodies
- 199 listed segments
- 1,727 miles of impaired rivers/streams
- 340 segment/pollutant combinations
- 15 new segments (9 segments removed from the 2006
list) - 21 new segment/pollutant combinations (21
segment/pollutant combinations removed from the
2006 list)
21TMDLs
