TENDER)
INTERNATIONAL COMPETITIVE BIDDING
In its priority to provide world class
infrastructure, Punjab Infrastructure Development
Board (PIDB) and PWD (BR), GoP intend to develop
greenfield, state-of-the-art access-controlled
Expressway under PPP format. The length of
Expressway is about 180 km connecting Mohali to
Phagwara on G.T.Road (NH-1), with connection to
Lalru on NH-22 and Baddi on NH-21A. The
Expressway will provide high speed direct
connectivity from the upcoming International
Airport at Mohali to growth centers of Punjab
like Jalandhar, Amritsar etc. as well as the
regional hinterlands. M/s. Feedback Ventures Pvt.
Ltd. (FVPL) M/s. ILFS-IDC are assisting PIDB
in the Project Development under PPP format. The
land for the Expressway will be provided by the
Government. The Notification with regard to
acquisition of land has already been published in
various newspapers.
SCOPE OF WORK

• The selected bidder will be responsible for the
  following
• Design, Finance Construction of
  state-of-the-art Expressway and related
  facilities
• Operation Maintenance of Expressway
• Collection of revenue receipts like
• Toll from Expressway users
• Wayside Amenities
• Advertisement leases, etc.

ELIGIBILITY CRITERIA
IMPORTANT DATES
Interested national, international independent
legal entities (including Infrastructure Funds),
joint ventures, consortia meeting the
Qualification Criteria may submit their
proposals. The Qualification Criteria shall be
elaborately described in the Request for Proposal
Document (RFP).
Note The Qualification Criteria shall also be

om / www.ilfsindia.com along with the Project
Brief.
REQUEST FOR PROPOSAL DOCUMENT
All the interested parties can purchase the RFP
document from the office of M/s Feedback Ventures
Pvt. Ltd. / ILFS IDC at the address mentioned
below or can also download it from the
website(s). A non-refundable Processing Fee of Rs
20,000 (Rupees Twenty Thousand Only) would be
required to be submitted alongwith the submission
of Proposal in form of a Demand Draft in favour
of Punjab Infrastructure Development Board,
payable at Chandigarh. Any Proposal without
Processing Fee shall be rejected. Note PIDB
reserves the right to accept or reject any
Proposal and to annul the entire selection
process at any time, without incurring any
liability and without assigning any reason
thereof.
