Neighbourhood Watch Wyn1, Wyn2 and Wyn10 Teams
and the Filipino Community Club of Werribee
supported by the Wyndham City Council and My
Connected Community

criminal activity from the neighbourhood and the
development of a neighbourhood that resist crime.

10Neighbourhood Watch is a community based crime
prevention program which aims to improve the
quality of life within a neighbourhood by
minimising preventable crime and promoting closer
community ties. The program relies on the
community and the Police working together in a
partnership to achieve these aims.
11Filipino Community Club of Werribee, Inc
FCCWI - represents the Filipino-Australian
households in Wyndham which is one of the larger
migrant communities in Wyndham estimated at
around 1000 families and growing. FCCWI brings
to the project, expertise in web design and
establishing online communities using My
Connected Communities (MC2) facilities. The
Filipino community also brings their experience
in managing block community which they call
baranggay in the Philippines. The FCCWi is an
incorporated body and is the auspicing agency for
the application of a grant from the Wyndham City
Council. It will provide management
responsibility of the project.

My Connected Community - known as mc2 -
pronounced "em see squared") is an initiative of
the Victorian Government's Connecting Communities
policy. Funded by the Victorian Government, free
to Victorians and coordinated byVICNET, the main
objective of My Connected Community is to
encourage community groups located in Victoria
(Australia) to create their own online
communities. In the 2001 Funding Round for MC2,
the Filipino Community Council of Victoria
received a grant to build 20 online communities
for Filipinos in Victoria. The project officer,
Walter Villagonzalo, is the president of the
Filipino Community Club of Werribee and is the
proposed Project Manager for WynWatch.

Community SafetyCommittee believe in building
strongcommunities, in strengthening thebonds
between neighbours and inencouraging residents
to transformtheir ideas into action especially
inrelation to solving community
safetyissues. The Wyndham Neighbourhood
SafetyGrants aims to build participation
andleadership in neighbourhoods.

15Hoppers Crossing Community
The WynWatch Project will be implemented
initially in a pilot area in Hoppers Crossing.

The Pilot Project will be implemented in 2
years. Roll out for the rest of Wyndham will be
done in Phases.

ORGANISATION
The Pilot Area is divided into 3 Blocks. Each
Block is managed by a Block Captain assisted by a
Block Watch Officer, a Block Information Officer
and a Block Community Officer The Block Captains
will report to the Area Coordinator.

- Safety Survey - determines the feel of the
residents on the safety of their person, their
family, their home, their neighbourhood. The
survey will be done in the beginning and end
of the 2 year pilot period. - Information Dissemination - provide members with
relevant information on safety issues in the
neighbourhood as well as preventive measures
for home and family - Safety Incident Reporting - enable members to
report online and manually concerns and issues
related to safety in the neighbourhood - Community Building - conduct activities that
will improve community spirit and pride - Web Development - development of the MC2 site as
well as the web pages for reporting and
newsletter posting

Safety Survey
This program is designed to get the feelof the
residents in the Pilot Area aboutthe security of
their person, their family,their property and
their neighbourhood. Data from previous Safety
Surveys inWyndham will be compared with the
results of thissurvey. Another survey will be
done after 2 years. This will be conducted only
for the Pilot Area and willbe a vehicle to
provide the residents information aboutthe
conduct of the WynWatch Project and what
isexpected from them.
20Information Dissemination Program
WynWatch
This is the primary responsibilityof the Block
Information Officer. This includes the
distribution ofmonthly newsletters and
dissemination of safety relevant information
produced by council and other safety related
organisations. The Sentinel will be made
accessible online to members through the WynWatch
website. The distribution may include the use of
Blockwalker/volunteers, print/radio/TV media and
theinternet.
21Safety Incident Reporting Program
WynWatch
This is the primary responsibilityof the Block
Watch Officer. This include the collection
andprocessing of information ofactual or
suspect incidents relatedto community
safety. This is done through the use of report
forms,telephone/fax and the WynWatch
website. Problems that residents may report are
fire hazards, problem vehicles, illegal dumping,
animal control, etc. Reports are sent to the
Area Coordinator, NHW Police Coordinator and the
Wyndham Police

This is the primary responsibilityof the Block
Community Officer. This involves the planning
and execution of programs which will improve
neighbour relationshipsin the community. The
project team will work with other
interestedcommunity, religious, sports and
service groups inWyndham .

Technology Support Program
This is the primary responsibilityof the Project
Technology Officer. This involves the
establishment of online communities for the
pilot project in the MC2 facilities as wellas
development of an Incident Reporting Website.
These sites may include online magazine and
online report forms.

MC2 Website Development
MC2 Website will focus on building an online
inter-active community for the Pilot Project.
Residents will be able to receive information
via email or by browsing the site. Information
will include events happening in the
neighbourhood tips on security for home and
family crime statistics from Police reported
incidents in the area and safety/crime related
news. They can also engage in live internet
chat and communicate with people of the same
interest from anywhere in the world. Building
the MC2 Website facility will cost the project
nothing. FCCWi will provide the man-hours FREE of
charge.

Incident Reporting Website Development
This sub-program focus on the development of a
website which will provide functions required by
the WynWatch Project but not provided by the MC2
site. The functions will include online incident
reporting, online magazine, downloading of online
forms, etc. Business advertisements will be
welcomed in this site. Proceeds will be used to
host and maintain the site. Development of this
site will be contracted out.

Problem Vehicles Motor vehicles that have been
abandoned in public areas (eg. road, footpath)
may be removed by Council after an appropriate
investigation has taken place. This includes
current ownership of the car, registration
history of the vehicle, a search of police
records as to whether the vehicle has been used
in a felony or is subject to an insurance claim.
Any of these factors, and more, may influence
Councils action in this matter. It should be
noted that an abandoned vehicle is not simply
an unregistered vehicle it is one for which
the ownership is untraceable. A public area
does not include any area within the boundaries
of privately owned property and vehicles located
within the curtilage of private property are the
responsibility of the owner of that land. Once a
vehicle has been determined to be abandoned, it
may be impounded by Council and auctioned off at
a later date, if it has specified value. The time
taken for this process cannot be reduced unless
otherwise directed by the sergeant of police
(usually in the case of an immediate public
safety/traffic hazard). Any abandoned motor
vehicles located in a public area may be reported
to through the WynWatch website or by calling
9999 9999.
