5In France Preschool is Free
- France has offered public preschool programs
since 1881 - Early education and care viewed as a public good
and responsibility, there is broad public support
for the universal pre-kindergarten system - Nearly 100 of all 3-5 year old children, rich or
poor, attend public preschool. - Costs are shared between national and local
governments - Teachers must earn a BA and MA in order to teach
in early childhood and elementary education - France has little turnover of personnel, whereas
US has 30 of workers who leave their jobs each
year - Wrap-around services (subsidized by local
government) available for children with 2 working
parents
6Interest in Pre-kindergarten Initiatives has
Grown Significantly
- Before 1980 only 10 states had funded
pre-kindergarten initiatives (including CA) - Survey shows that 32 states had developed
pre-kindergarten initiatives by 1991-1992
totaling 665M and serving 290,000 kids - In 1991-1992 CA spent over 50M in
pre-kindergarten initiatives

Nationally
- 5 states have established a policy goal to make
preschool available on a voluntary basis to all
children, regardless of income - Georgia 70 of 4-year-old participate
- Oklahoma 65 of 4-year-olds enrolled
- New Jersey 3-and-4 year olds participate from 30
high poverty school districts - New York 25 of 4-year-olds participate from
high needs districts - Florida All 4-year-olds will be eligible for
free preschool services by 05-06
