In France Preschool is Free
  • France has offered public preschool programs
    since 1881
  • Early education and care viewed as a public good
    and responsibility, there is broad public support
    for the universal pre-kindergarten system
  • Nearly 100 of all 3-5 year old children, rich or
    poor, attend public preschool.
  • Costs are shared between national and local
    governments
  • Teachers must earn a BA and MA in order to teach
    in early childhood and elementary education
  • France has little turnover of personnel, whereas
    US has 30 of workers who leave their jobs each
    year
  • Wrap-around services (subsidized by local
    government) available for children with 2 working
    parents

Interest in Pre-kindergarten Initiatives has

  • Before 1980 only 10 states had funded
    pre-kindergarten initiatives (including CA)
  • Survey shows that 32 states had developed
    pre-kindergarten initiatives by 1991-1992
    totaling 665M and serving 290,000 kids
  • In 1991-1992 CA spent over 50M in
    pre-kindergarten initiatives

    preschool available on a voluntary basis to all
    children, regardless of income
  • Georgia 70 of 4-year-old participate
  • Oklahoma 65 of 4-year-olds enrolled
  • New Jersey 3-and-4 year olds participate from 30
    high poverty school districts
  • New York 25 of 4-year-olds participate from
    high needs districts
  • Florida All 4-year-olds will be eligible for
    free preschool services by 05-06
