  • Municipal Informational Analytical Center (MIAC)
    Program
  • Inter-Municipal Network Cooperation (IMNC)
    Program

MIAC Program
  • In 2002, EF Armenia supported the establishment
    of 19 MIACs within the structure of
    municipalities in Armenias rural areas.
  • Established to improve the flow of information
    between the municipality and the local community.
  • Information Systems Development and Training
    Center (ISTDC) created municipal intranets,
    software for generating municipal documentation,
    and software that provides an online system for
    communication between the municipality and local
    residents. ISTDC also provided training in
    software use to LG staff and technical
    assistance.
  • Community Finance Officers Association (CFOA)
    trained municipal finance staff on the use of
    finance software.

IMNC Program
  • In 2005, EF Armenia provided support to 6
    municipalities and 4 inter-community unions to
    establish partnerships for information sharing
    and joint resource management.
  • Survey of the capacity development needs of newly
    established networks.
  • TOT for municipal staff on financial management
    and the Law on Local Government.
  • Additional training by TOT participants for
    municipal staff.
  • Evaluation of the results of the IMNC Program.

EF Program Plans
  • Responding to Trends in Development
  • Ministry of Foreign Affairs plans to work with
    Diaspora organizations to promote the social and
    economic development of border communities.
  • Funds received from the U.S. Governments
    Millennium Challenge Account (MCA) will be used
    to repair rural infrastructure (irrigation and
    roads) and build the capacity of local water
    users associations.

  • Develop the capacity of local government to play
    a leadership role in local development processes
    and to respond to emerging local needs by
  • Supporting the establishment of local and
    cross-border inter-municipal networks
  • Developing the capacities of LG to identify and
    prioritize local needs, to design and implement
    development programs and to monitor and evaluate
    these programs
  • Developing the capacities of LG to engage
    partners from business, civil society and
    government in local development processes
  • Improving the overall performance of local
    government structures by strengthening their
    internal management systems and developing
    procedures for fraud detection and reporting.
