Title: WORKSHOP ON ORGANISING FRAMEWORK FOR OCCUPATIONS OFO
1WORKSHOP ON ORGANISING FRAMEWORK FOR OCCUPATIONS
(OFO)
2Workshop objectives
- To understand the OFO as part of the skills
development system, including the implications
for WSP and ATR - To understand the concepts and structure of the
OFO and how to navigate the OFO - To see how the OFO links to the new approach to
occupational learning and - To consider what needs to be done by companies
and the MQA to align to the OFO.

9Where has the OFO come from?
- ILOs International Standard Classification of
Occupations - SA adopted ISCO/SASCO used by StatsSA for all
national reporting, Labour force and household
surveys - 2000 2005 DoL, SETAs and employers using SASCO
for - WSPs and SSPs
- Employment Equity reporting
- By 2003 clear that SASCO
- Does not provide detail SA and SETAs require for
good skills analysis, development planning and
labour market interventions - Major groups and occupation titles no longer
consistent with labour market - Only 625 distinct occupations insufficient
detail
10Where has the OFO come from?
- Need a tool for identifying monitoring scarce
critical skills - SASCO used WSP/ATR formats - too high a level of
generalisation (Managers not specific types of
managers) - In 2004 the DoL with the assistance of GTZ
officially initiated the development of a tool
for - using a common language when talking about
occupations - collecting and codifying information about
occupations
11Where has OFO come from ?
- Decided to work with developments in Australia
and NZ (ANZSCO) - End product known as OFO (based on ANZSCO)
- From February 2005 started testing OFO
- Refined over 3 consecutive years of SETA data
collection processes and one cycle of HSRC
verification process
12Why have an OFO ?
- Meaningful skills development is only possible
if - labour market needs are accurately defined
- there is alignment between
- National Growth and Development Strategies and
- Skills Development Strategies required to support
it - Principal tool for having a common language for
collecting and analysing labour market
information - Defining needs and aligning strategies requires
a common language to speak about and define
occupations - Occupations can provide a link between SAQA
learning fields and economic sectors responsible
for identifying and addressing needs
13What are the applications of OFO ?
- Core tool underpinning Department of Labours
ESSA System - Identification of scarce and critical skills-WSP
SSP - Linking job-seekers to job opportunities
- Capturing job-seeker information
- Career guidance
- Learnership Registration
- Core tool for all Workplace Skill Plans
- Core part of SETA MIS systems
- Core tool supporting functions of the QCTO
- Occupational Qualifications Framework (OQF)
14Implications Skills Planning
- Framework for WSP-ATR
- Basis for skills audit
- Collecting and evaluating information on scarce
and critical skills - Linking industry needs to training interventions
- Clarifies relevant qualifications and experience
required by an occupation - Basis for learning pathways
- Using the occupation as staring point would
eliminate duplication i.t.o qualifications
15In short
- Organising Framework for Occupations (OFO) is a
skills development planning tool - OFO is a coded classification system which
captures all jobs in the form of occupations - OFO exists but is work in progress
