• Stable long-term fiscal conditions are important
  for economic development
• Stability should not be endangered by short-term
  national policy interests

• To achieve the Lisbon targets on labour markets
• negative incentives of social security systems to
  enter/stay in labour markets have to be abolished
• more efforts to reduce the growing number of
  undeclared workers

• The implementation of the European Charter for
  Small Enterprises is insufficient
• the European Commission should be asked to
  prepare recommendations to the Governments
• the European Commission should present concrete
  actions on European level
