The Offending Population

• There are one million active offenders in the
  general population at any one time.
• Of these, 100,000 will accumulate more than
  three convictions in their criminal careers. This
  10 of active offenders, commits at least half of
  all crime.

The Offending Population

• Most active 5,000 of this group (0.5) are
  believed to be responsible for around 9 of all
  crime.
• The Prolific and Other Priority Offender
  Strategy is aimed at tackling this super
  prolific group.

What does the PPO Panel do?

• The Panel consists of representatives from the
  CDRP Teams, Probation, YOT, DIP NYP
• It decides whether new nominations are accepted
  on the list and sets actions
• It decides whether an existing PPO will be
  removed from the list

How does it work?

• The Catch and Convict / Resettle
  Rehabilitate strand went live in Nov 2004
• Catch and Convict is designed to ensure that the
  PPOs are prioritised and progressed through the
  Criminal Justice System as efficiently as
  possible, to stop their offending behaviour
• They are subject of a CJS Premium Service

What is a Premium Service?

• Faster processing
• Prioritisation of resources
• Enhanced quality standards
• Increased multi-agency collaboration to target,
  investigate, prosecute and provide interventions
  to divert PPOs from offending, in prison on
  release.

From a Police perspective

• PPOs are targeted and monitored
• Investigations are co-ordinated, supervised and
  of a high standard
• PPOs are brought to Justice more rapidly
• They stop offending or they go to prison!

Whats the Spotlight Team role?

• Identify offenders and assess them for
  appropriate intervention
• Quick assessment access to DIP 
• Intensive supervision monitoring
• Share information Intelligence 
• Provide structured programme of interventions 
• Swift action on non-compliance

Whats in it for the Police ?

• Focuses resources on most prolific offenders
• Short term - increased detections offenders
  brought to justice
• Longer term - leads to less crime,
• Ultimately freeing time up for other activities
• Increased visibility, reassurance and public
  confidence

How do I know if somebody is a PPO

• Current lists are circulated in the Criminal
  Justice Agencies PPO Subsite
• They have a Prolific Offender marker on the PNC
  and Niche.
• Case papers are clearly stamped with PPO at the
  point of charge.

Does it work!A full evaluation carried out by
the Home Office, published in February 2007,
shows that the re-offending rates of those
involved over a 17 month period reduced
significantly. Evidenced by a 62 per cent fall in
recorded convictions.

Recent Cases
An Offender on licence having served a custodial
sentence for Possession of an imitation firearm
in a public place tries to buy a replica war
knife. (Probation informed)Offender and
girlfriend follow a lone female walking home
along dragon road. (Probation informed) No
offence committed. Offender and girlfriend are
observed in what appears to be preparation to
commit a distraction theft. The incident was
investigated, but no arrest made. (Probation
informed) Offender is recalled to Prison and
served an additional 7 months imprisonment.

Recent Cases
Offender is male in his 30's with a long history
of acquisitive crime and substance abuse. He is
released from prison in December 2007 with NFA
and is housed short term in the homeless hostel.
On release his prescription for methadone has not
been arranged and this is done by the Spotlight
Team - including a personal visit to the Doctor
with the Offender. Within 5 days more permanent
accommodation is found for the Offender by the
Spotlight Team which involves taking the Offender
for and interview. The subject of rent in advance
is raised at the interview and this is seen by
the Offender as a huge stumbling block as he has
no money.

Recent Cases
Through local contacts the Spotlight Team obtain
the rent in advance for the Offender and
negotiate a moving in date. On the date the
Offender is to move to the accommodation he is
picked up along with all his furniture, initially
taken to a chemist to obtain his prescription and
then transported to his new accommodation.The Spot
light Team physically help the Offender moving
his belongings into the accommodation and ensure
he is settled there Along with the Offender
Manager continuous support is given to the
Offender and he has recently been removed from
the scheme. Even after leaving the scheme the
Offender was provided with a reference by the
Spotlight Team to obtain voluntary work.

Recent Cases
The offender has recently been moved into more
suitable independent accommodation. The first
time he has had such accommodation for several
years. The Offender to our knowledge has not
re-offended since release and 24 hour phone
contact is still available to this offender.
