NOAA ORM VISION

• Increase mission success while reducing the risk
  to personnel, resources and the environment
• Adopt a risk-based philosophy to provide a
  logical process to identify, evaluate and control
  hazards associated with all NOAA operations

WHY IMPLEMENT ORM?

• Reduce incidents
• Increase probability of mission
• success through better planning
• Identify appropriate levels for
• decision making
• NAO 209-1 states NOAA shall
• provide a workplace environment
• free of known hazards that
• could place employees at risk of injury.

ORM IMPLEMENTATION CONCEPT

• Phase I Develop ORM curriculum targeted at
  various levels of management and responsibility
• Supervisors and employees involved in high risk
  operations
• Supervisors and employees involved in low-risk
  operations
• Senior and Mid-Level Managers
• Phase II Select and train NOAA employees to
  become ORM Instructors.

Phase III Develop and execute ORM training
throughout the identified high-risk
operations. Phase IV Develop and launch ORM
web-based training for all remaining NOAA
workforce including senior and mid-level
management. Phase V Integrate ORM principles
within NOAA operations. NOAA ORM will be an
ongoing program to ensure new employees receive
appropriate level ORM training.

IS THERE VALUE-ADDED?

• By investing in a few internal employees to
  become certified ORM Instructors, we can
  formalize this program and deploy a training
  effort that will ensure all NOAA employees,
  volunteers and contractors will receive effective
  education and application procedures on ORM.
• In doing so we should see immediate results in
  reduction of incidents throughout NOAA.
