    DIFFERENT ELECTRICAL COMPANIES IN ORDER TO TEST
    THE NEW TECHNOLOGY.

  • PARTICULAR REQUIREMENTS OF THE
  • PROVISIONAL LICENCES
  • THE TELECOMMUNICATION ADMINISTRATON HAS THE RIGHT
    TO PROHIBIT OR RESTRICT THE SERVICE IN CASE OF
    INTERFERENCES OR OTHER JUSTIFIED REASONS.
  • EMC LEVELS MUST COMPLY WITH THE ALLOWED VALUES
    IN THE WORKING ENVIRONMENT OF THIS SYSTEM.
  • LVD, EMC, AND RTTE DIRECTIVES MUST BE FULFILED
    WHERE THEY ARE APPLICABLE.
  • A PLAN CONTAINING TESTS AND MEASURES IN ORDER TO
    COMPLY WITH THE DIRECTIVES ABOVE-MENTIONED WAS
    REQUIRED.
  • OTHER PARTICULAR REQUIREMENTS RELATED TO
    ADMINISTRATIVE ASPECTS OF THE PROVISIONAL LICENCE
    WERE ALSO INCLUDED.

  • EXPERIENCES IN MADRID
  • From October 2001 to December 2002
  • About 300 subscribers in four different areas of
    Madrid.
  • Network access through optical fibre in the
    transformation substations from 15 Kv to 380 V.
  • PLT signal is injected in these transformation
    rooms into each of the three phases R, S, T.
  • A PLT modem is installed in the subscribers home
    and another one in the electricity meter room.

  • EXPERIENCES IN ZARAGOZA AND SEVILLA
  • From October 2001 to December 2002
  • About 2500/3000 subscribers.
  • Network access through optical fibre in the
    transformation substations from 15 Kv to 380 V.
  • Modems PLTs modems in substations, meter rooms
    and subscribers homes.
  • Use of booster stations so the PLT signal can be
    kept at low levels.

  • APPLICATION OF LVD AND EMC DIRECTIVES TO PLC
    SYSTEMS DURING THE PROVISIONAL EXPERIENCES (I)
  • LVD Directive fulfilment has been verified
    through the established procedures.
  • To verify the fulfilment with the EMC DIRECTIVE
    and as there are not harmonized standards, a
    Competent Body pointed out the conditions and
    measures to be taken. Most of them were based in
    the requirement of not disturbing any other
    telecommunication system.
  • Tests were carried out by

  • an independent laboratory contracted by the
    Administration
  • Telecommunication Administration

  • APPLICATION OF LVD AND EMC DIRECTIVES TO PLC
    SYSTEMS DURING THE PROVISIONAL EXPERIENCES (II)
  • All European forums as well as the EMC-WG have
    been reported on the development of these
    activities.
  • There has been a constant coordination among all
    the Ministries involved (Economy (responsible for
    the electrical sector) and Science and
    Technology), the Commission on Telecommunication
    Market and the National Comission on Energy .

  • FOLLOW-UP OF THE PROVISIONAL EXPERIENCES
  • There has been a constant coordination among the
    bodies involved
  • Ministry of Economy (responsible for the
    electrical sector)

  • National Comission on Energy
  • There have not been any complaint from
    telecommunication users which could be caused by
    the operation of the PLT networks.

    to be included in the licences.

  • TAKING INTO ACCOUNT THAT THIS TECHNOLOGY IS
    BEGINNING TO TAKE OFF, IT IS RECOMMENDED NOT TO
    IMPOSE MANY EX ANTE OBLIGATIONS AT THE INITIAL
    STAGES.
  • FULFILMENT OF THE APPLICABLE DIRECTIVES TO THESE
    SYSTEMS.
  • EMC LEVELS MUST COMPLY WITH THE ALLOWED VALUES IN
    THE WORKING ENVIRONMENT OF THE SYSTEM.

  • DEFINITIVE LICENCES. CONTENT OF THE REPORTS (II)
  • FULFILMENT OF THE EUROPEAN HARMONIZED STANDARDS
    TO BE ADOPTED IN THE FUTURE FOR THIS KIND OF
    SYSTEMS.
  • WHILE THERE ARE NOT EUROPEAN HARMONIZED
    STANDARDS, THE TELECOM ADMINISTRATION WILL USE
    THE TECHNICAL SPECIFICATIONS THAT GUARANTEE
    ELECTROMAGNETIC COMPATIBILITY BETWEEN THE
    DIFFERENT EQUIPMENTS, INSTALLATIONS AND SERVICES.

  • DEFINITIVE LICENCES. CONTENT OF THE REPORTS
    (III)
  • THE ELECTRIC SECTOR LAW DOES NOT PROHIBIT THE
    ELECTRIC COMPANIES TO DEVELOP THIS ACTIVITY,
    PROVIDED THAT THE TELECOMMUNICATION SERVICE IS
    CARRIED OUT BY A SUBSIDIARY COMPANY (THERE MUST
    BE A STRUCTURAL SEPARATION BETWEEN THE TWO
    ACTIVITIES).
  • ELECTRIC COMPANIES MUST COMPLY WITH THEIR
    OBLIGATIONS REGARDING QUALITY OF THE ELECTRIC
    SERVICE AND CONTINUITY IN THE DISTRIBUTION
    SERVICE, ACCORDING TO THE LAW THAT REGULATES THE
    ELECTRIC SERVICE.

  • THERE MUST NOT BE ANY CROSS SUBSIDIARIES BETWEEN
    THE TWO ACTIVITIES.
  • THE INCOME ACQUIRED FROM THE TELECOMMUNICATION
    ACTIVITY HAVE TO BE TAKEN INTO ACCOUNT IN THE
    MODEL TO ESTABLISH THE PRICE OF ELECTRICITY.

  • On 2nd october the COMISSION ON
    TELECOMMUNICATIONS MARKET awarded C1 licences,
    for the establishment or operation of public
    telecommunications networks without the right to
    offer the telephone service available to the
    public
  • ENDESA NET FACTORY S.L.U.
  • IBERDROLA REDES S.A.U.
  • UNION FENOSA REDES DE TELECOMUNICACION, S.L.
  • In adition to the general conditions of every
    licence, the beforementioned conditions have been
    included in these licences
