3Control banding addresses a problem
- Many chemical hazards in the workplace
- Employers need guidance on how to protect workers
- OELs established for relatively few chemicals
- Availability of technical expertise and
monitoring equipment may be limited
4Control banding takes a pragmatic approach
- Occupational risk assessment and risk management
instrument - Developed by occupational hygienists and
toxicologists - Uses readily available information about
chemicals and the workplace, to rank hazard and
assess risk - Can be used without on-site technical experts and
expensive exposure measurements - Suitable for small and medium sized enterprises
(SMEs)

- Hazard
- Risk of exposure
- Control measures
- Called control banding because these are grouped
into bands
6Hazard risk uses available information
- To categorise hazard use existing hazard
assessment e.g. EU Risk (R) phrases, GHS
classification - Risk based on
- Amount of chemical used
- Likelihood that will become airborne
- Volatility (liquids) or likelihood of dust
generation (solids)
7Limited number of control measures
- Employ good industrial hygiene practice
- Engineering control e.g. local exhaust
ventilation - Enclose the process
- Seek the advice of a specialist

- Scheme for Workplace Chemicals Control Kit
designed for SMEs in developing countries - Work undertaken by experts from ILO, IOHA, USA,
South Africa, HSE - Provides simple means for applying the hazard and
risk information to identify the control measure - Generic risk assessment based on GHS and task
guidance sheets - Aim is to provide simple and practical means to
prevent/reduce risks of chemicals

- Many substances used at work contain chemicals
- Guidance should be provided to ensure safe
handling - Does not cover process generated dusts and fumes
- Based on the HSEs COSHH Essentials kit

- Determination of hazards presented by the
chemicals (based on R phrases or GHS) - 6 hazard groups (A-E inhalation, S contact)
- Simple 3-step reference table allows hazard group
to be assigned to the chemical - Hazard groups determined for common solvents
- Set of guidance sheets for pesticides
