  • Neighborhood Traffic Management Program (NTMP)
  • Background
  • The NTMP program was develop to promote and
    maintain the safety and livability of local
    residential neighborhoods.
  • The NTMP program is based on the program that
    Prince Georges County has implemented since 1996
    to address the impact of traffic on the Countys
    residential streets.
  • This program provides an objective process to
    identify, evaluate, and address undesirable
    traffic conditions related to speeding and
    excessive volumes on residential streets.

  • Goals
  • Provide neighborhood livability by reducing the
    speeds and impact of vehicular traffic on
    residential streets.
  • Promote safe conditions for residents,
    pedestrians, school children, and motorists on
    neighborhood streets, while preserving access for
    emergency vehicles, and buses.
  • Encourage and promote citizen involvement in all
    phases of the NTMP Program.
  • Make efficient use of the Citys resources by
    ranking requested streets according to their NTMP
    point assignment score and other factors.

  • Criteria
  • Points are assigned to a street based on factors
    such as prevailing speed, vehicular/pedestrian
    volumes on the street, traffic accident history,
    and the streets physical conditions.

  • Process
  • Receipt of request from citizens/public
    officials/community associations.
  • A comprehensive study is conducted to determine
    if speed humps are warranted.
  • Data Collection for Comprehensive Study includes
  • Inventory of existing Traffic Control Devices
    (TCD).
  • Traffic volume counts and speed data over 3 days
    are collected (weekdays).
  • Review of accident data over the last available
    three years.
  • If the comprehensive study shows that speed humps
    are warranted, a community meeting is held and
    this information is provided. This information
    enables the community to make an informed
    decision with regard to the installation of speed
    humps.

  • Petition
  • In order to qualify for the installation of speed
    humps
  • A petition must be submitted with signatures of
    at least 60 of the households fronting the
    subject roadway. One signature per household
    (Petition provided by City of Bowie).
  • Submission of a letter on behalf of the HOA
    signed by the President of the HOA when
    applicable.
  • Agreement of stated conditions (as stated on the
    petition)
  • Humps are installed at proposed intervals.
  • Warning signs and pavement markings associated
    with the speed humps.
  • Possibility of removal of on-street parking in
    proximity to a hump.
  • Once the speed humps are installed, they will not
    be removed.

  • Once our Department is in receipt of the signed
    petition package, and the signatures are
    validated, the roadway is added to the schedule
    for installation of the speed humps.
