Formula Programs to Leverage TCSP Funds

Transportation Enhancement (TE) Program
  • To assist communities attain social, cultural,
    aesthetic and environmental goals, every state
    must reserve at least 10 percent of its Surface
    Transportation Program funds for designated
    transportation enhancement activities.
  • Proposed TE projects must demonstrate a
    relationship to transportation, and more
    specifically with surface transportation.

Transportation Enhancement (TE) Program
  • Each state administers its own program according
    to FHWA guidance.
  • TE projects must be one of the 12 designated TE
    activities and relate to the surface
    transportation system.

Recreational Trails Program
  • Provides funds to the States to develop and
    maintain recreational trails and trail-related
    facilities for both nonmotorized and motorized
    recreational trail uses.
  • Trail uses include hiking, bicycling, in-line
    skating, equestrian use, cross-country skiing
  • Each State administers its own program.

Congestion Mitigation Air Quality (CMAQ)
Improvement Program
  • CMAQ Program provides seed funds for
    transportation projects and programs in
    non-attainment and maintenance areas which reduce
    transportation related emissions.
  • Eligible Activities and Projects
  • Bicycle and pedestrian facilities and programs
  • Outreach and rideshare activities
  • Marketing programs
  • Experimental Pilot Projects

Discretionary Programs
  • Programs that do not have a legislatively
    mandated distribution formula.
  • FHWA administers 12 Discretionary Programs
  • Bridge Discretionary Program
  • Ferry Boats

Bridge Discretionary Program
  • Projects have to be for the replacement or
    rehabilitation of a deficient bridge that is
    located on the Federal-aid highway and has an
    estimated cost of more than 10 million.
  • Yearly, FHWA solicits candidates from the States.

Ferry Boat Discretionary Program
  • Program provides funds for the construction of
    ferry boats and ferry terminal facilities.
  • Only State transportation departments may submit
    applications for funding under this program.
