Working Group 4A Objective
  • To investigate, identify, and compile currently
    available industry standards and best practices
    concerning the implementation of 9-1-1 and E9-1-1
    for interconnected VoIP services
  • Identify gaps that need to be addressed and
    identify the appropriate Working Groups to
    address the gaps

Background
  • The catalyst for the work done by Working Group
    4A was language included in Section 101 of the
    New and Emerging Technologies 911 Improvement Act
    (codified at 47 U.S.C. 615a-1(h)), requiring
    the FCC to develop several best practices related
    to the implementation of IP-enabled voice service
    providers.
  • The statute identifies the following six areas
    for the development of best practices
  • Defining geographic coverage areas for public
    safety answering points
  • Defining network diversity requirements for
    delivery of IP-enabled 911 and enhanced 9-1-1
    calls
  • Call-handling in the event of call overflow or
    network outages
  • Public safety answering point certification and
    testing requirements
  • Validation procedures for inputting and updating
    location information in relevant databases
  • The format for delivering address information to
    public safety answering points
