Why INSIMP?
  • Millets- sorghum, pearl millet, finger millet and
    small millets (Kodo, little, barnyard, foxtail
    and proso millet) are grown in arid and semi-arid
    tracts under low rainfall (200-600mm).
  • Contribute 47 of total coarse cereals and 8 of
    total cereal production
  • Nutritionally superior in terms of protein,
    fiber and minerals.
  • Larger stake for poor, small, marginal and tribal
    farmers.
  • Lack of support for PHT, value addition and
    awareness.
  • Brainstorming session held on 13th November, 2010
    to recommend measures for increasing production.
  • Accordingly, the Scheme of INSIMP has been
    formulated.

  • 16 states covering 6.71 lakh ha in 149
    districts

  • Pearl millet (38 districts) Gujarat (7),
    Karnataka (7), MP (1), Maharashtra (9), Rajasthan

  • Finger millet (23 districts) AP (1),
    Chhattisgarh(1), Gujarat (2), Jharkhand (2),
    Karnataka (3), Maharashtra (5), Orissa (3),

Strategy
  • Districts with large crop areas under millets (gt
    10,000 ha under sorghum pearl millet gt 5000 ha
    under finger millet) with productivity less than
    NAY
  • Districts having gt 2000 ha area under Small
    millets,
  • Selection of block/units based on availability of
    contiguous area
  • Demonstrations of improved production
    technologies in compact areas of 1000 ha per unit
    for sorghum and pearl millet 500 ha for finger
    millet and 200 ha for small millets.
  • The post-harvest clusters comprising of primary
    (3-in-one de-stoner cum grader cum cleaner
    pearling machine) and secondary processing would
    be set up in potential areas for creating market
    demand.

Components - Production programme
  • Supply of free input kits comprising of
    fertilizers, bio-fertilizers, micro-nutrients,
    seed treatment and PP chemicals up to Rs. 3000/-
    per ha for sorghum, pearl millet and finger
    millet and up to Rs. 2000/- per ha for small
    millets with a maximum ceiling of 2 ha per
    farmers.
  • Free of cost seed minikits of varieties/hybrids
    for 0.40 ha area for the beneficiaries covered
    under the scheme.
  • Handholding support- Provision for engagement of
    Technical Assistant/progressive farmers on
    contract basis
  • Training for capacity building of selected
    farmers and TAs.

Components - Seed Production
  • Incentive Rs. 3000/- per quintal for hybrid seed
    production of pearl millet
  • Rs. 1000/- per quintal
    for HYVs of other millets,
  • 75 incentives to the farmers
  • 25 to the seed producing agencies towards
    handling and processing charges.
  • Production of hybrids/varieties released during
    the last 5 years would only qualify for
    assistance.
  • Seed production may be organized both under
    public and private sector.

Component - Post Harvest Value Addition
  • 3 commodity based processing lab each for
    sorghum, pearl millet and small millets as Centre
    of Excellence.
  • Setting up demonstration cum training centres at
    selected 100 KVKs in AP (15), Haryana (10),
    Karnataka (20), MP (5), Maharashtra (20),
    Rajasthan (20), TN (5), Uttarakhand (5).
  • Setting up 180 processing clusters in AP (20),
    Gujarat (20), Haryana (10), Karnataka (25), MP
    (15), Maharashtra (30), Rajasthan (20), TN (20),
    UP (15), Uttarakhand (5) through local
    entrepreneurs/progressive farmers/ NGOs

Component - R D
  • Replication of available processing technologies
    for product development.
  • Pilot testing and up-scaling of the technology
    for grains, derived product of millets to improve
    their shelf life.
  • Collection of Baseline data on consumption and
    demand of millets.
  • Studies on bioavailability of minerals in millets
    and their benefits for clinical trials.

Component - Awareness campaign
  • Production of video-films and their broadcasting,
  • Use of electronic media (including print media
    web promotions).
  • National and State events, melas.
  • The States may involve SAUs/NGOs in creating
    awareness generation activities.

Immediate action by the States
  • Identify Clusters for production,
  • Identify sites/KVKs for processing units
  • Prepare Action Plan - district /crop wise
  • Select TAs/Progressive farmers/Entrepreneurs
  • Organise training for Capacity Building
  • Link with ICAR institutions/KVKs
  • Select Agencies for Seed Production
  • Obtain SLSC approval of Action Plan and release
    of fund

  • The guidelines for implementation
    of the Scheme has been circulated. The States
    may, accordingly, formulate Action Plan
    immediately and submit to their SLSC under RKVY
    for approval.
