THE AIM
Avoid Runway Incursions and ground collisions.

THE WAY CHOSEN BY OPSG TO ACHIEVE THE AIM
  • Make clear that the flight begins from the moment
    parking brake is released.
  • Define taxiing as a safety critical activity
    which requires clear procedures and the full
    attention of the flight crew.
  • Enforce the establishment of those procedures in
    the Ops Manual.
  • Define and incorporate the Sterile Cockpit Policy
    into JAR OPS.
  • Enforce the use of the Sterile Cockpit Policy for
    the taxi phases and the critical phases of flight.

Taxi is not a critical phase of flight
JAR-OPS 1.310 Crew Members at stations (b) Cabin
crew members. required cabin crew members shall
be seated at their assigned stations during
critical phases of flight.
There are no data showing evidence that the
common practice, used in a majority of airlines
and allowing Cabin Crew to finish their safety
related duties during taxi, would increase the
runway incursion risk. Therefore OPSG decided to
leave taxi out of the critical phases of flight.
By the way, OPSG updated the definition of
Critical Phases of Flight by adding the GO
AROUND which is presently missing.

THE NEW (proposed) RULE
JAR-OPS 1.308 Push back and Towing JAR OPS
1.309 Taxi Procedures (See ACJ to JAR OPS
1.309) An operator shall establish procedures for
taxiing to ensure safe operation and prevent
runway incursions. JAR-OPS 1.310 Crew Members at
stations
Taxi is part of the flight phase and requires the
crew to respect precise procedures.

THE NEW (proposed) ACJ to the rule
  • Procedures for taxiing should include at least
    the following
  • Application of the Sterile Cockpit concept

The principle of requiring Sterile Cockpit is
approved by OPSG and FCSG. But comments received
from FCSG and others after the last OPSG meeting
show the need for more work on the other
bullets. There is a balance to find between being
to prescriptive and achieving our aim.

STERILE COCKPIT
The sterile Cockpit Policy becomes a JAR OPS
tool. Each operator must establish his Sterile
Cockpit policy in his Ops Manual. Therefore
Sterile Cockpit is required in JAR OPS 1.210
Establishment of Procedures. Sterile Cockpit is
defined in an Appendix (section 1!) to JAR OPS
1.210.
Again comments already received show the need for
more discussion about the definition of the
concept. Some issues are still open.

STERILE COCKPIT open questions
The aim of the sterile cockpit policy is to
enable the flight crew to focus on their duties
without being distracted by non-flight related
matters.
Question how far shall we go in describing what
we think are good sterile cockpit
procedures? Example shall we write in section 2
material conversation about non flight related
matters and distracting activities should not be
permitted?

CONCLUSION
OPSG is convinced of the need to continue this
work but will not be able to propose a NPA draft
before next OST. Therefore there is no chance to
go through the whole OST process before EASA
takes over. Sowhat do you want us to do?
