5NATIONAL CASES
Stephen Hoskin 39 year old man with learning
disabilities who suffered extensive abuse before
being pushed to his death from a railway bridge.
Although he had been identified as a vulnerable
adult services failed to intervene appropriately.
Margaret Panting 78 year old woman tortured to
death after moving in to live with her son in law
and his teenage sons. No one was charged with her
murder as it could not be proved who was
responsible. Her case led to a change in the law
with the specific offence of causing or allowing
the death of a vulnerable adult.
James Hughes 22 year old man with learning
disabilities. He dropped out of services and his
body was subsequently discovered in a suitcase at
the family home. His mother took her own life
prior to his body being found.
6LOCAL STATISTICS
- 339 AP Cases between April 2009 and September
2009. Projected 700 cases for this year. - 192 of these where over 65 years of age.
- Types of abuse, physical 32.3 and 17.4
financial abuse. - Few referrals regarding younger people with
mental health or drug/alcohol users.

9Conclusions
- How do we formalise links between safeguarding
adults and community safety? - Training how do we ensure that all those people
who need to be trained receive appropriate
safeguarding training? - Whatever we decide it is clear that the two need
to work closely together.
