    Industry initially voiced concern about the
    multiple phase approach believing it would be
    inappropriate due to the maturity of video
    products and recommended only a single
    specification level. EPA addressed industry
    concerns by retaining multiple phases but
    allowing a longer implementation time for each
    phase, as well as relaxing some of the energy use
    requirements for the earlier phases.
