INDUSTRIAL RISKS (1)
  • In terms of industrial accidents Lithuania is
    quite safe for its neighbours
  • only the Butinge Oil Terminal of Mazeikiu Nafta
    carrying marine terminal operations of crude and
    refined products could have a major impact for
    the neighbor countries (especially Latvia) in
    case of a major accident.
  • Totally 990 chemically dangerous establishments
    are registered in the Dangerous Establishments
    Database in Lithuania.
  • The Ignalina Nuclear Power Plant situated near
    Belarus border in the South East of Lithuanian is
    of course one of the mostly concerned safety
    issues in our country.

  • There are some other objects with potential
    significant harm at the national level in the
    case of the major accident, eg.
  • JSC Klaipeda Stevedoring Company (KLASCO) with 6
    terminals
  • SC Klaipedos Nafta
  • other heavy industries, eg. producing components
    for building or civil engineering.

ECOLOGICAL RISKS
  • Lithuania, Latvia, Kaliningrad region, Belarus
    and Poland share common water basins, for example
    the river Neman, therefore ecological accidents
    may have effects for the ecosystems of all these
    countries
  • in 2005 we had 36 emergencies related with oil
    spills- 5 large scale among them, 31 emergencies
    involving hazardous materials and 3 large scale
    among them
  • one more risk the growth of road cargo flows
    and road accidents with hazardous materials.

NATURAL DISASTERS FLOODS
  • Because of the geographical situation similar
    natural disasters effect the bigger part of the
    whole Baltic sea region.
  • Seasonal flood in Neman delta every spring
    requires common action planning both from
    Lithuanian and Kaliningrad rescue services side.

NATURAL DISASTERS FORESTS FIRES
  • Almost 1/3 of the territory of the country is
    covered by forests
  • 24 large forests lay on the borders
  • The number of fires in open areas makes 38,17
    percents of the total number of fires (2005)
  • 267 forest fires (50 ha) were reiterated in 2005
    (accordingly in 2004 420 forest fires/220 ha).
  • This year was extremely bad in regard of forest
    fires due to the drought in the late spring. Up
    today the total no. of forest fires reached 1444
    in the area of 1130 ha.

In May 2006 the biggest fire out in the Curonian
split national park and ravaged 200 ha of forest.
Latvian rescue forces provided assistance with
helicopters.

  • Increase of the number of cargo carried by the
    sea transport
  • Increase of international passenger ferries and
    cruse ships.

  • Bilateral agreements on prevention, preparedness
    and mutual assistance in the event of natural
    calamities and large-scale accident are signed
    between
  • Lithuania and Poland
  • Lithuania and Latvia

  • etc.
  • In negotiation process agreement with Russian
    Federation.

    Alytus Fire Rescue Services and Provincial
    headquarters of State Fire Service in Bialystok
    (Poland)
  • INTERREG III-A project for Šiauliai and Jelgava
    (Latvia) Fire Rescue Services.

BILATERAL COOPERATION REGIONAL LEVEL (2)
  • Regional level cooperation is effective because
  • the services share particular issues of fire
    rescue tactics, rather than general strategies
  • neighbor areas of different states share common
    risks and methods to minimize these risks.
