A5 IAF/ILAC Multi-lateral Mutual Recognition
Arrangements (Arrangements) and related IAF
normative requirements as applicable - Each participating body shall ensure that all
accredited QMS, EMS, and Product Audit and
Certification bodies comply with the ISO/IEC
17021 and ISO/IEC Guide 65.

- Main Scope
- Level Two and Level Three, i.e. accreditation
activity based on international standards for
conformity assessment bodies (e.g. ISO/IEC 17020,
ISO/IEC 17021, ISO/IEC 17024 and ISO/IEC Guide
65) - IAF MLA for main scope is a framework MLA and
covers all conformity assessment schemes
accredited by IAF MLA signatories. Membership of
IAF MLA for a main scope provides confidence that
CABs accredited by IAF MLA signatories under that
main scope are equally reliable in the outcomes
of conformity assessment activities

- Sub-Scope
- Level Four and Level Five, i.e. Sector Specific
Requirements (specific requirements for CABs) and
Conformity Assessment Standards (scheme
requirements for specific product, management
system, inspection and/or personnel) - The membership of the IAF MLA for a sub-scope
further provides confidence that the outcomes of
the specific conformity assessment scheme (e.g.
ISO 9001 QMS, ISO 14001 EMS etc) operated by CABs
accredited by the IAF MLA signatories under that
sub-scope are equivalent

- Each participating body shall
- Recognize the operation of the other systems
- Recommend and promote the acceptance of the
certificates of conformity within the recognized
scopes from the bodies accredited by the
participating bodies - Investigate all complaints
- Notify all other participating bodies as soon as
possible of any significant changes - Contribute as appropriate to the work of the MLA
Group - Participate as appropriate in the meetings of the
Technical Committee and of the MLA Group - Provide assessors for the evaluation,
re-evaluation and surveillance to the
accreditation programs of the MLA Group members
and applicants - Co-operate with other accreditation bodies so
that the MLA may be extended - Use all information in a confidential and
professional manner
15 APPLICATION TO JOIN THE MLA
- An applicant accreditation body shall submit the
PAC MLA Application Form (PAC-MLA-003) - Checklist - MLA Applications (PACMLA-002)
- The application will be processed in accordance
with (IAF/ILAC-A2 )and (PAC-MLA-004).

satisfactory level of the workshop - The trainer uses PAC-MLA-010 to evaluate the
trainee team member - PEs RFORMANCE
- Supervisor uses PAC-MLA-006 to evaluate the
Trainee PE /Team Member/Trainee Team Leaser - Organization uses PAC-MLA-011 to gives feedback
to the evaluating PE -

- Each peer evaluator must read and sign this
letter and return it to PAC Secretariat before an
evaluation team can be finalized. - Peer evaluator needs to confirm that he/she has
no conflict of interest with the
