- 3.14 c Recycled Paper and Paper Products
Preferences - In determining the award of paper paper
products, procure using competitive sealed
bidding and award to lowest responsive
responsible bidder offering recycled products, so
long as bid price is not more that 10 greater
than bidder offering a product that does not meet
the EPA recommended Content Standards

equipment except where equipment limitations
preclude use of recycled paper (EO 48)

- Recycled Antifreeze Preference
- Preference up to 10
- Applies to lubrication oils containing re-refined
oil or reprocessed oil, including engine
lubricating oils, hydraulic fluids, and gear oils
- Applies to recycled antifreeze transmission,
hydraulic and specialty oils brake fluid and
greases - Excludes marine and aviation oils and reclaimed
engine coolants excludes coolants used in
non-vehicular applications

- 3.14 f Use of Recycled Goods Products
- Any person who believes particular goods with
recycled content are functionally equivalent to
the same goods produced from virgin materials may
petition the procuring agency to include the
recycled goods in its procurement process - Petitioner shall submit documentation which
establishes that goods (i) contain recycled
content and (ii) can meet the performance
standards - If documentation demonstrates goods will meet
performance standards set forth in the
specifications, it shall incorporate such goods
into its procurement process

- Purchase or lease Energy Star or equivalent rated
appliances and equipment for all classifications
when an Energy Star or equivalent rating is
available - All new office equipment purchased or leased by
the Commonwealth that uses paper shall be
recycled paper-compatible (EO 48)
