3CEPG
Obj. ID Objective Statement
GEN.1 Within 5 minutes of the beginning of the exercise, the member of the CEPG will have found their checklists in the EOP.
GEN.2 Within 10 minutes, the CEPG chair and members will have declared a state of emergency and activated the EOC.
GEN.3 The CEPG chair and members will work with the PR representative on the CPEG, the Public Relations DOC staff, and the EOC director to craft and disseminate official press announcements in a timely manner.
GEN.4 Members of the CEPG will understand that communications with their DOC staff should go through the exercise channels and, throughout the exercise, will refrain from placing personal cell phone calls to their staff.
GEN.5 Members of the CEPG will understand that the EOC is managing the emergency and, throughout the exercise, will refrain from trying to manage it themselves by calling their staff.
4EHS
Obj. ID Objective Statement
GEN.1 EHS DOC staff positions are filled and ready to operate. EOC will receive message on status of EHS DOC, indicating whether EHS DOC is staffed and operational (including phones, computers).
GEN.2 Process event information from EOC, determine EHS DOC response.
GEN.3 Deploy field teams, monitor progress as they respond to various events.
GEN.4 Test monitoring equipment check-out procedures for field teams.
GEN.5 In accordance with DOC procedures, process specific event info from field teams, using resources at EHS DOC (Chemical Inventory, MSDS, contacting contractor, standing by/cleaning up spill area).

Obj. ID Objective Statement
GEN.1 Within 15 minutes of EOC and DOC activation, WEB EOC is activated tested and prioritizing of initially received situations is input into system to allow DOCS to start activities and actions based on the EOC established priorities.
GEN.2 Doc Manager leaves DOC for personal reasons. Within 5 minutes of the DOC Managers absence, alternate DOC Manager is identified and notification is sent out to EOC, other DOCS and all FS DOC units. Note This could be any key player in a DOC or the EOC to see how the organization reacts and responds
GEN.3 Within 15 minutes of FS DOC activation, first Emergency Response Field Teams are formed at the DOC with all necessary equipment and briefed on duties and dispatched to highest priority situation location. Emergency Ops Team Lead briefs DOC Manager of number of Field Team personnel available.
GEN.4 Within 20 minutes of FS DOC activation, Resources Team Lead issues first status of all FS staff immediately available for DOC activities and anticipated FS staff expected to arrive within the next half hour. Information to be communicated to Emergency Ops Team Lead. On going every 30 minutes.
GEN.5 Within 15 minutes of activation of FS DOC, Fire Alarms group consults with UCPD to determine list of activated fire alarm locations and reports to Critical Business Functions Team Lead. Request Field Team verification, based on priority as set by EOC, to verify false or real.
6HAAS

GEN.1 Building Evacuation - Within 15 minutes of the start of the emergency exercise approximately 50 staff members who have been assigned roles during an emergency will spring to action and evacuate all people from the buildings. (This tests getting all occupants out and activation of roles).
GEN.2 Emergency Management - From the very beginning of the emergency exercise, the primary Building Coordinator, normally responsible for Emergency management, will be replaced for this exercise by the BC alternate. (This gives the BC alternate the opportunity to lead the evacuation).
GEN.3 Evacuation Management - Within 30 minutes of the start of the emergency exercise, Haas emergency staff will have assured evacuation of all building space (five Haas buildings) and accounted for occupants (This tests our ability to converge the three Haas complex building occupants to Gayley plaza and offsite building occupants to the Firestone Tire parking lot (This tests the ability of role takers to consolidate roll lists).
GEN.4 Top Management Readiness - Within one hour of the start of the emergency exercise, self-identified Haas senior managers and/or most senior Haas personnel available at the time, will assemble with building coordinator and consider their plans and options if this had been a real emergency (This tests our ability to transition from the emergency event to continuing management necessary in a sustained event or for recovery from the event).
GEN.5 EMA Coordination - Within one hour of the start of the emergency exercise, Haas will report status to campus EOC via the EMA at the Faculty glade (This tests getting/receiving information directly to the EMA and campus EOC via the Haas Runner). The EMA coordinator is Linda Schmidt at 3-2689.

GEN.6 Alternate EMA Within 1 ½ hours, Haas Runner will go an alternate EMA area. (This will test knowing where the other EMAs are to relay information to the campus EOC).
GEN.7 Haas Incident Management Areas - Within 1 ½ hours of the start of the emergency exercise, Haas will set-up its short term local incident management area facilities (This tests setting up first aid station tests setting up communications hub). For this years exercise, Haas will plan to have a few injuries to participants. (This tests our ability to administer first aid and transport those needing further attention to the Tang Center).
GEN.8 Communications - Within one hour of the start of the emergency exercise, Haas computer center staff, working with Haas Marketing and Communications staff and approval of all content by the EOC Public Affairs staff, will demonstrate that it could have issued or made available emergency notification and information to the outside world, including students, their parents, and the general public. (This tests use of satellite communications equipment, and/or people finder tool and/or messaging application e.g., WARN ME?, as well as our ability to get clear messages prepared, approved and sent out). We understand that ANY communications related to emergencies MUST be coordinated with the campus EOC Public Affairs staff, even those we believe to relate only to Haas Generally, if the EOC has been activated, Haas MUST coordinate all public information with the EOC Public Affairs desk.
GEN.9 Emergency Supplies - Prior to and during the emergency exercise, members of the Haas emergency planning staff will determine adequacy or shortcomings of the Haas emergency supply facility (the shed) and make a request to management to upgrade it. (This is a reflection on the exercise to see where improvements can be made).
8I-HOUSE
Obj. ID Objective Statement
GEN.1 Develop collaborative relationships with key campus units for information sharing and future benchmarking. Coordinate a "shadowing" opportunity with at least one residential department/facility that will be conducting a full scenario exercise this year.
GEN.2 Implement a test Fire Drill during working hours and actively measure how quickly the staff, RAs, and residents evacuate completely, and how many residents need to be reminded. Tally these results and advise residents and staff of the results. Create a Benchmark to measure future fire drills and evaluate how well the house responds. (Bring blankets pillows?)
GEN.3 Assign train a group of staff/RAs/IDAs with the requirement to turn off the gas (use a test pipe located at the actual site, rather than the real one) and measure how quickly and effectively this is completed on the day of the fire drill.
GEN.4 Assign train a group of staff/RAs/IDAs with the requirement to assist the injured with specific supplies materials and to gather at a specific place. Designate an injured person, and a meeting place in advance, and measure how quickly the group assists the injured to this location and attends to his/her injury according to the training
GEN.5 Define how the building will be sealed in advance to prevent looters, and assign/train a group of staff/RAs/IDAs on how to mark/seal the building and appropriately protect it.
9IST
Obj. ID Objective Statement
GEN.1 Within 30 minutes of the DOC activation, IST technicians will respond to the loss of network connectivity on campus in accordance with emergency plans and procedures.
GEN.2 Within 30 minutes of the DOC activation, IST technicians will respond to the loss of wireless (Airbears) connectivity on campus in accordance with emergency plans and procedures.
GEN.3 Given an escalating event, a power surge in the Data Center has damaged the UPS backup and a response according to emergency plans and procedures is required within 30 minutes by IST technicians.
GEN.4 Given an operational emergency a Public Address device power supply has failed at Eshleman Hall and a response by IST technicians according to emergency plans and procedures is required within one hour.
GEN.5 Within one hour of being notified of the PBX system at Le Conte Hall failing, IST technicians will respond according to emergency plans and procedures within one hour.
10LIBRARY
Obj. ID Objective Statement
GEN.1 Within 15 minutes, the Library will have vacated staff and users, and staff will have reported to the roll taker at the assembly point.
GEN.2 Within 30 minutes, staff from the affected library will have called Library administration and, if needed, Preservation to respond.
GEN.3 At whatever point the Library administration decides to send people home until further notice, check to see if the Environmental Design Library staff thought to notify student staff, as well.
GEN.4 Within 24 hours, barring life emergencies, the library will receive a safety inspection if safe, the building will be reopened to staff to proceed with collection salvage.
GEN.5 Within 48 hours, collection needs will be assessed by the Preservation Department, collection salvage staff will have called Risk Management to contact a recovery service if additional assistance is necessary, and the recovery service will have responded to the disaster response team.
GEN.6 Within 72 hours, wet collection materials will be identified, packed in boxes, and be on their way to a commercial cold storage plant to be frozen.

Obj. ID. Objective Statement
GEN.1 Within 30 minutes of emergency report, Public Affairs will have emergency alert information both on the recorded 1-800 line and on the UC Berkeley homepage, giving the public central information points to check in with.
GEN.2 Designate and set up a press conference/check-in space on/near campus and announce that to the press ASAP after learning of the emergency situation.
GEN.3 Spur Public Affairs to get at least a couple of people out communicating by walkie-talkies and documenting by photos and video various pieces of the situation that convey critical information to the public and making that available on a download page/You Tube/ another means.
GEN.4 To demonstrate quick thinking and adjustments to whatever happens, and to have back-up plans.
GEN.5 To show that life safety is always the No. 1 goal for any campus unit in a disaster, and to test how Public Affairs deals with an emotional and possibly life-threatening situation, the call should test Public Affairs ability to work with emergency crews or each other possibly using walkie-talkiesto explore the creek and get the CNN team to safety.
GEN.6 Test how Public Affairs deals with the insertion of unstoppable political forces in the midst of an emergency response by contacting/consulting the chancellor and cabinet, police and other emergency management officials.
12RSSP
Obj. ID. Objective Statement
GEN.1 Assuming that this exercise takes place during work hours, within 15 minutes of DOC activation the members of RSSP DOC will have arrived at their DOC location with a copy of the DOC plan and have started their checklists.
GEN.2 Assuming that this exercise takes place during work hours, within 30 minutes of DOC activation, the members of the RSSP DOC will have the emergency phones set up and working properly.
GEN.3 As needed during the DOC activation, the RSSP DOC will designate runners for communicating with the various housing, dining, and/or childcare units.
GEN.4 As needed during the DOC activation, the RSSP DOC will designate runners for communicating with the various housing, dining, and/or childcare units.
GEN.5 Within 30 minutes of DOC activation all Single Student Housing Facilities Managers will retrieve their emergency plans from their emergency supply location and begin to assign roles to other staff and volunteers as needed, reporting in to the DOC Plans Intel Team every 30 minutes via phone, runner, or WebEOC.
