DevelopmentProcess
2Elements of a Skill Standards-Based Curriculum
- Focus on application of knowledge
- Focus on activities/projects rather than lectures
- Clear communication of learner outcomes/expectatio
ns - Congruency between curriculum elements and Skill
Standards - Congruency between competencies, activities and
assessments - Integration of technical and foundation/process
skills/competencies into courses and programs - Teacher's role moves from delivery of content to
facilitation of learning - Incorporation of work simulated
environment/activities whenever possible through
the emphasis of
Activities, Team Work, Professionalism, Self
direction/organization, and Continuous learning
3Step 1 Selection of Learning Components
Learning Components are the main areas of related
or associated content or skills that are best
taught/learned together and represent logical
pieces of curricula.

5Two Types of Learning Components
- Technical
- Foundation or Employability
6Step 2 Identification of Learner Program
Outcomes
Learner Program Outcomes are a translation of the
performance expectations in the skill standards
into a measurable description of what learners
must know and be able to do by the end of a
program.
7Skill standards-based curriculum must specify the
learner program outcomes in terms of performance
to the level of knowledge, skill and ability as
described in the standard. There are two
additional levels of detail to support the
learner program outcomes.
8Step 3 Identification of Key Competencies
Key Competencies are specific, observable
behaviors, knowledge, abilities and skills that
are needed to achieve the outcome.
9Step 4 Identification of Performance Indicators
Performance Indicators are criteria for
attainment of skill and knowledge competencies
and can be used as performance assessment
criteria.
10Step 5 Development of Activities and
Assessments
Learning Activities and Assessments build on
Performance Indicators from both the Technical
and Foundation Learning Components.
