Adjustment of agriculture statistics to
requirements of the EU and other international
organisations - the period up to 2000
  • Data collection
  • up to 1997 on the basis of estimates by
    statisticians
  • and experts on the field
  • ? since 1997 data have been collected in
    different ways
  • (also with sample survays with interviewers)

Barbara KUTIN, MEXSAI, Cancun 2 4 November 2004

Adjustment of agriculture statistics to
requirements of the EU and other international
organisations - the period up to 2000
  • Determination of the treshold (criteria for
European size class agricultural holdings) and
    definitions
  • ? adjustment of definitions of agricultural
holding and agricultural production to the EU
recommendations on the basis of the EU
legalislation and thresholds used in some EU
    Member Countries
  • determination of the treshold ...

Adjustment of agriculture statistics to
requirements of the EU and other international
organisations - the period up to 2000
Final treshold for the AC 2000 (124 234
agricultural holdings ? finally 93 345) All
agricultural holdings which have a) at least
1hectare of UAA, or b) less than 1 hectare of
UAA, but - at least 0.1 ha of UAA and 0.9 ha of
forest, or - at least 0.5 ha of arable land and
kitchen gardens, or - at least 0.05 ha of
intensive vineyards, or - at least 0.3 ha of all
vineyards, or - at least 0.1 ha of orchard
plantations, or - at least 0.3 ha of all
orchards, or - at least 0.3 ha of vineyards and
orchards, or - 1 and more livestock units (LSU),
or - more than 50 beehives, or - are market
producers of vegetables. Most data are presented
for the agricultural holdigs satisfying the
criteria of the EU comparable treshold (86 466
agricultural holdings) a) at least 1hectare of
UAA, or b) less than 1 hectare of UAA, but - at
least 0.1 ha of UAA and 0.9 ha of forest, or -
at least 0.3 ha of vineyards and / or orchards,
or - 2 or more livestock units (LSU), or - 0.15
0.3 ha of vineyards and 1 or 2 LSU, or - more
than 50 beehives, or - are market producers of
vegetables.

Adjustment of agriculture statistics to
requirements of the EU and other international
organisations - the period up to 2000
Classifications Classifications according to
which data were collected also needed to be
updated. ? to take into account data
comparability for the period before the change ?
complementarity between the updated
classification of agricultural products and other
classifications defining the same products but
for other purposes (e.g. HS/CN, CPA). ? a
multilevel classification, which at the lowest
level contains a very detailed list of products
Barbara KUTIN, MEXSAI, Cancun 2 4 November 2004
11
Adjustment of agriculture statistics to
requirements of the EU and other international
organisations - the period after 2000
  • Statistical register of agricultural holdings
  • to provide a good sampling frame for preparing
    samples for surveys
  • the history of data on agricultural holdings
    since 2000
  • updating
  • various statistical sources (statistical
    surveys),
  • IACS (Integrated Administrative and Control
    System)
  • to adjust the method of updating the register
  • ? future development
  • links with other statistical registers
  • business register
  • register of population (dead agricultural
    holdings)

Adjustment of agriculture statistics to
requirements of the EU and other international
organisations - the period after 2000
  • Use of administrative sources - as much as
    possible
  • reduce costs, no response burden
  • (current and expected) difficulties with using
    administrative data
  • methodological work ...

Adjustment of agriculture statistics to
requirements of the EU and other international
organisations - the period after 2000
  • Example 1
  • different classifications used in different data
    sources
  • milk and milk products statistics
  • Example 2
  • Use of IACS data
  • - not enough detailed list of variables,
  • - good quality data are only data on financial
    supported categories

Adjustment of agriculture statistics to
requirements of the EU and other international
organisations - the period after 2000
  • Data dissemination
  • internet dissemination (SI-STAT) use of pc-axis
  • ? preparation and dissemination of data according
to special needs of users use of
    Oracle Discoverer for fast tabulating

17
The future of agriculture statistics
Continuation of building a statistical system
that is ? economical in data collection ?
adjustable as regards data sources and provides
? quality and objective data New approach
and new knowledge in preparing statistical
data ? the needs are changing ? need for
harmonisation of administrative sources
Barbara KUTIN, MEXSAI, Cancun 2 4 November 2004
18
future demands, future agricultural statististics
present agricultural statistics if you want to
be up-to-date in the future, you must forsee
future demands today.
