drainage systems, municipal streets, catch
basins, curbs, gutters, ditches, man-made
channels, or storm drains)

college or university - Designed or used for collecting or conveying
storm water - Which is not a combined sewer and
- Which is not part of a Publicly Owned Treatment
Works (POTW)

- Single buildings with stormwater runoff or a
storm sewer that connects to a permitted Phase I
or Phase II Municipal Separate Stormwater Sewer
System (MS4) is not included in the Phase II
Process at this time.

- Does Phase II apply to non-standard MS4s that
discharge to another permitted MS4 (i.e., NCDOT,
Charlotte, Durham, Fayetteville/Cumberland
County, Greensboro, Raleigh, or Winston Salem)?

depending on the activities, potential exposure,
the degree of regulation at the site, the system
of conveyance and/or the stormwater runoff
impact.
