What is need
  • Felt and expressed needs are defined by the
    population, community or individuals.
  • Normative needs by those delivering services.
  • Comparative needs by managers and commissioners.

6
  • The planning and commissioning of services should
be from a needs led approach (What service does
    our population need)
  • Rather than
  • a service led approach
  • (how can our population use the services we have)
