9CATEGORY-2 Programmes
- The Creditisation to be followed will not be
the same as that of the corresponding IGNOU
Programme. The Creditisation has to be repackaged
by the Community College concerned.
10CATEGORY-3 Programmes
- Programmes are supposed to provide the
distinctive identity of the Community College.
Efforts should be taken to launch more Category-3
Programmes.

- IGNOU.

- Academic Programmes on offer are to be finalised
on the basis of approval of the Academic
Committee - Similarly, all modalities of holding of
examination will require the approval of the
Examination Committee - The Community College Board is the apex governing
body
13Roles of the Members (Community College Board)
- To check the credentials of the
Trust/Management/Body which runs the Community
College. - To oversee the academic infrastructure and give
necessary advice. - To advice regarding linkages with industry, local
community, local government administration in
respect of placement opportunities. - To make an assessment about the financial
resources of the college vis-Ã -vis its
communities.
14Roles of the Members (Academic Committee)
- To validate the definition of the Community
(Every Community College is supposed to define
the Community it is going to serve. It may be
local, region-based, trade-based, ICT enabled
service based and so on.) - To assess the need analysis done behind
identifying the academic programmes for the
community. - To ascertain availability of faculty and
infrastructure in respect of operationalisation
of the academic programmes and approve them for
launching by the Community College concerned.

- To validate the level of the programme(s).
- To help the Community College in categorising the
programmes. - Community College offering only Category 1
programme will not be registered.

- To ensure that the evaluation methodologies are
in tune with the teaching methodologies - To check whether or not the components of
evaluation, i.e. theory, practical, project,
viva-voce, etc. have been planned in appropriate
proportions. - To check the credentials of the paper setters,
moderators and evaluators

- To validate the Examination Schedules for both
continuous and term-end examination. - To ensure suitability of all arrangements
pertaining to holding of examination, i.e.
seating arrangements, integrity of the Centre
Superintendent and the invigilators, custody of
confidential documents, etc. - To ensure overall sanctity regarding evaluation.
18Community Linked Learner Centre (CLLC)
- CLLCs are being envisaged to facilitate
Community Colleges applying for IGNOU Programmes.
19Community Linked Learner Centre (CLLC)
- There are two formats CLLC-BI and CLLC-MOU.
BI stands for Basic Information and MOU for
Memorandum of University. These formats are to be
filled in and submitted to the Regional Centre
under whose jurisdiction the institution falls. A
copy of the Covering Letter only has to be sent
to CCU, IGNOU for records.
20Community Linked Learner Centre (CLLC)
- From the filled-in CLLC-BI, IGNOU will extract
the basic information about the host institution,
while CLLC-MOU is a Memorandum of Understanding
between the host institution and IGNOU which is
to be signed by the head of the host institution
and the Regional Director concerned.
21Community Linked Learner Centre (CLLC)
- After receiving the filled-in format, the
Regional Centre will make on-the-spot inspection
provided it is satisfied with the content of
CLLC-BI. On the basis of the inspection
Regional Centre will send a report to CCU, IGNOU
Headquarters and final consideration will be done
on the basis of mutual consultation between CCU
and RSD
22Community Linked Learner Centre (CLLC)
- Having a CLLC will not be a matter of right of
the Community College. It will be considered on
the basis of existing norms of the University. - CLLC will be authorised only to provide support
services in respect of IGNOU Programmes and no
other programmes if any, run by the host
institution.
23Community Linked Learner Centre (CLLC)
- The learner services should be provided as per
the existing norms of any IGNOU Learner Support
Centres in terms of conduction of counselling,
Assignment Evaluation, Library and Information
Service, etc. - They will be monitored by the Regional Centres
concerned following the existing mechanism.
24Community Linked Learner Centre (CLLC)

- IGNOU will not make any payment to the CLLCs
apart from the fee share component as applicable
to the Special Study Centres. - No Payment will be made to the Coordinator.
