"human rights" refer to safeguards for the
individual against arbitrary use of power by the
government regarding 1) the well being of
individuals, 2) the freedom and autonomy of
individuals, and 3) the representation of the
human interest in government.

POSITIVE HR what you are entitled to from the
society, even if provided at the expense of
others - e.g., free education NEGATIVE HR what
you can do without coercion from others or the
government - e.g., free speech INDIVIDUAL and
COLLECTIVE HR (right of self-determination) UNALIE

absolute, not transferable to another power, and
incapable of repudiation
