2. RF Modulator creates channel 121 (valid channels
   are 121 to 125)
3. RF Splitter/Combiner combines Cable TV and RF
   Modulated IP Network signal
4. Set-Top box tunes to 121 for IP Network content
   otherwise, STB tunes to Cable TV channels 2 to 116
