  • To field test the utility of the POP Guide

  • Biggest bang-for-the-buck
  • Instead of targeting a few apartments we would
    target an area.
  • Clustering of problem apartments in two areas
    serving out of town buyers
  • The two areas are served by exit ramps from
    Interstate 78
  • We could impact the drug problem in the city if
    we focus on these areas
  • We will refer to these areas as Loops

  • Two interstate exits allow access to drug markets
    in residential areas
  • Two loops facilitate EZ-off/EZ-on access to out
    of town drug buyers
  • Loops were identified with help from the District
    Commander

  • Terrell James was hit and killed while crossing
    the street near his school.
  • The out of town drug buyer sped onto ramp after
    purchasing heroin.
  • Incident sparks community interest for relocating
    the ramps.
  • The driver died of a heroin overdose prior to
    trial.
