• Authorizing private citizens or organizations
  from interfering with the shipping and commerce
  of other nations
• Coining money
• Taxing imports or exports
• Taxing foreign ships
• Keeping troops or ships of war in times of peace
  (except for state militia ? National Guard)
• Engaging in war
• National government is prohibited from exercising
  its powers in such a way as to interfere
  substantially with the states abilities to
  perform their responsibilities
