3Rationale
This tool was created to show the connections
between three of the NCLB programs.
Additionally, the tool is intended to assist LEAs
with coordinating NCLB funds to maximize impact
on student achievement and to ensure that
students receive services as required by program
fund.

- To provide consistency across the State to
increase coordination and reduce duplication of
program administration and services. - To identify the common requirements of the
programs to meet the intended outcomes and
increase student achievement.

- All students will reach high standards, at a
minimum attaining proficiency or better in
reading/language arts and mathematics. - All LEP students will become proficient in

minimum attaining proficiency or better in
reading/language arts and mathematics. - All students will be taught by highly qualified
teachers. - All students will be educated in learning
environments that are safe, drug-free and
conducive to learning. - All students will graduate from high school.

- To maximize resources and avoid duplication

schoolwide program?
- Upgrade the entire educational program of the
school to raise achievement for all students,
including Migrant and LEP students.
41What funds should Migrant students receive
services from before the expenditure of MEP
program funds?
- All local, state and other federal sources
42Can Title III, Part A funds be used to fund state
requirements like Bilingual or ESL programs? Why

- NO, because federal funds must be supplemental.
