Role of Transport Sector Coordination Wing in
Planning Commission
  • Assist in evaluating Government's investment
expenditure in the transport sector and in the
    formulation of future work programs
  • Developing Long term policies and plans
  • Developing database for various transport systems
i.e. TSGD and their analysis, updating and
    projection
  • Providing support tools to Project Evaluation
    Committee (PEC) through project Appraisal
    Framework (PAF) Performance Indicators

11
Transport Sector GIS Database
  • Accumulates data from different sub-sectors
  • Contains spatial non-spatial tabular data
  • Spatial data are built with ESRI shape files
    coverage forms
  • Attribute data are organized accumulated with
the application of relational database model
    (Microsoft SQL server database system)
  • Road data include road inventory, bridge
    culverts, locations, condition, weighbridges,
    roughness, traffic volume etc.
  • Rail data include passenger freight traffic,
track layout, condition, speed limits, level
    crossing accident statistics etc.

12
Transport Sector GIS Database (contd)
  • Inland waterways data include water way routes,
seasonal draft information, river ports, landing
stations, pilot stations, ferry wharfs, accident
    statistics, dredging vessel registration
    related statistics
  • Aviation data include airport locations, size of
    the airport and connectivity
  • Performance indicators related data include
    network extent, condition, mobility,
    accessibility, services, maintenance
    requirements, safety, revenue collection
    operating expenditures, private sector
    participation and modal shares etc.

13
Transport Sector GIS Database (contd)
  • Project appraisal process related data include
    project proposal relevant statistics, project
locations, network or multi-modal scenario etc.
  • Project Appraisal Framework (PAF) requires data
    on poverty alleviation, social development,
    economic viability, other sub-sectoral conditions
    and performance.

An Example of GIS application in Transport
Management RAMS Map
RAMS map is a scientific visualization tool to
represent the Recommendations of Treatment
Options for road, bridges and ferries to make
simple and easily understandable for decision
making process
  • Road options are defined in sections needing
    treatment, prioritised economically (NPV over
cost) using HDM4 analysis to indicate Critical
    and Priority cases.
  • Bridges are prioritised using points scoring
based on risk of structural failure with
consequence to indicate Critical and Priority
    cases.
  • Ferry options are not yet included currently.

16
Organization of RAMS Map
RAMS map comprises of the following components
  • Processed HDM4 results for Road priority lists
  • Priority lists of Bridge works
  • Priority lists of Ferry works
  • Ongoing Project lists for Roads, Bridges and
    Ferries
  • Spatial features for Road, Bridges and Ferries
  • Other spatial layers (e.g. HQs, important places,
    river network, general administrative boundaries
    etc.)

RAMSinteractiveGIS
RAMSinteractiveGIS is a standalone GIS
application program that provides a set of
procedures, tools, and utilities for presenting
  • RHD Road maps using RMMS and BMMS databases
  • RAMS maps having HDM4 analysis results.
