Staff Recommendation
  • Approve key terms of 2nd Amendment to
    Development, Loan Lease Agreement with Heritage
    Square Housing Partners, LP
  • CEQA exemption for Historical Resource projects
  • Amend scope to include Decker House relocation as
    developers responsibility
  • Relocate Decker House to Heritage Square South
  • Amend FY 2015 dept. operating budget and approve
    appropriation of 225K from Inclusionary Fund
    balance for Heritage Square project

Staff Recommendation
  • Appropriation will increase City loan to
    developer by 225K to fund cost of Decker House
    relocation
  • Costs include development of plans, Historic
    Preservation process for approval of Certificate
    of Appropriateness, lead-based paint testing and
    abatement, two moves, cribbing for temporary
    relocation, grading, permanent concrete
    foundation, permit fees, contingency, prevailing
    wage
  • Developer will do advertised bids for the
    relocation and outreach to subcontractor workshop
    attendees

    contracts between City and developer include a
    24-hour construction clause.
  • City law does not allow 24-hour construction
