Each staff member takes his staff estimate and
adds the specific detail required for his annex
to the OPORD.

The XO ensures that the orders production is
effective and efficient by checking each annex
before it is sent to the S3 shop for final
collating.

As a rule of thumb, the entire process from
receipt of the mission to the issuance of the
final order must take no longer than one third of
the total time available to execution.
This will allow subordinate units enough time to
accomplish their own planning and troop leading
procedures, such as rehearsals and reconnaissance.
