Why a focus on care leavers?

• 21 of care leavers were 16 on leaving home yet
  24 is the average for all
• 15 of looked after children achieve 5 good
  GCSEs v 70 of children nationwide
• At the age of 19, 37.9 of care leavers are not
  in education, training or employment
• Just 7 of care leavers go to higher education v
  43 is the national average
