Direct Democracy
The earliest governments were probably
simple. People lived in small groups and
practiced some form of direct democracy. That
means that everyone participated in running the
affairs of the group, though chiefs or elders
made most of the decisions. Individuals had a
responsibility to the group. Decisions were
based on the cultures customs and beliefs.
The first complex society to try direct democracy
was Greece in about 500 B.C. It was not
completely democratic. Only men could vote, but
every man had both the right and responsibility
to vote for laws and government policies.

Monarchy
Until about 100 years ago, one of the most
common forms of government was a monarchy. In
this system, a king or queen rules the
government. The ruler inherits the throne by
birth. At one time, many monarchs were forms of
unlimited government. That is, the ruler has
almost complete authority. Citizens had little
say in the affairs of their country.

Monarchs still exist today. Sweden,
Denmark, Great Britain, Spain, and Switzerland
are examples. However, these monarchies do not
have unlimited power. People believe they have
the right to participate in running their
countries. As a result, the power of the rulers
and of government is limited. These countries
have constitutions, or sets of laws, that define
and often limit the governments power. This
form of government is known as a constitutional
monarchy. A constitutional monarchy is a
government in which a king or queen is the head
of state but has limited powers.

Representative Democracy
In a representative democracy, the people
indirectly hold the power to govern and rule.
They elect representatives who create laws. If
the people do not like what a representative
does, they can refuse to re-elect that person.
They can also work to change laws they do not
like because the citizens have the responsibility
to participate in government. They should keep
informed about issues affecting the country, and
know about the leaders who serve them, and accept
responsibility for voting. The United States and
Canada are examples of representative democracy.

Representative democracy developed from
direct democracy. However, it took many
centuries for modern representative democracy to
develop. Gradually citizens began demanding more
personal freedoms. They demanded protection from
actions of their own government, and wanted a
voice in the decisions made by government. The
republic established in the United States
provided these rights and freedoms.

Dictatorship
A dictatorship is a form of government in
which one person, the dictator, holds almost
total power to govern. It is another type of
unlimited government. Dictators decide what
happens in their countries. They make the laws
and decide if there will be elections. Citizens
have few rights. When dictators take over, they
often make promises that sound good, like ending
crime or providing better social services.
Sometimes they keep their promises, but more
often, they do not. Either way, people lose the
right to make their own decisions.
