Rapporteur guides her work

    obstacles and barriers which enables its members
    to fully realize their potentials.

    contribute to its advancement.

The Mission determines the means and actions
  • To promote and monitor the implementation of the
    Standard Rules on the Equalization of
    Opportunities, and to advance the status of
    persons with disabilities throughout the world.

A little aboutThe Standard Rules on the
Equalization of Opportunities for Persons with
Disabilities

  • A set of 22 rules covering all aspects of life
    for persons with disabilities.
  • They constitute guidelines on dealing with
    disability issues for governments, societies,
    families, the public and private sectors.
  • They are divided into four categories

The Standard Rules
  • The world community unanimously adopted the
    Standard Rules (resolution 48/96), 1993 thereby
    expressing a moral commitment to the concept of
    equalization of opportunities and rights of
    persons with disabilities to be full functioning
    participants is society.

  • proposals for concrete action
  • basis for international technical, economic and
    financial cooperation
  • they apply anywhere in the world regardless the
    development levels of a country

Equalization of Opportunities
  • is the over-arching principle that governs the
    rules and lends them their moral authority,
    ethical obligation and political imperative

  • It is the process through which all systems of
    society, the environment, services, rights,
    status, activities information are made
    available to all, particularly to persons with
    disabilities.

  • The concept of equalization implies that the
    needs of every individual are of equal
    importance.
  • Those needs are the basis for social planning and
    adequate resources must be employed to ensure
    every individual has the opportunity to
    participate.

  • People with disabilities need more support fr0m
    society to achieve equality with others in their
    living conditions and ability to contribute.

  • Scarcity of resources is not an excuse for
    failing to provide this support.
  • It is each persons right to live in the best
    possible manner available to him/her within the
    community

Functions of the Special Rapporteur
  • Monitoring implementation of SR
  • Advocating on behalf of PWD
  • Raising awareness at all levels of the issues
    rights PWD
  • Networking, exchanging information, knowledge,
    expertise, good practices
  • Contributing to inter-regional international
    cooperation
  • Conducting surveys, research disseminating the
    information.

Objectives
  • To promote implementation of the SR world wide
  • To further their effective implementation
  • To help states in assessing the level of their
    implementation
  • To assist states in measuring their progress in
    the implementation
  • To assist states in overcoming barriers to
    implementation

  • To provide advisory services to states and
    organizations working in the field.
  • To facilitate the exchange of information and
    experiences between and among states and
    organizations of peoples with disabilities
  • To coordinate the efforts and resources of
    international, regional, governmental and
    non-governmental organizations, channel them
    toward the implementation of the Standard Rules.
