  • Why was more change necessary?
  • To give more people the right to vote.
  • The MPs were not with equal numbers of people
    (not representative)
  • No women could vote.
  • The rich peoples needs were very different from
    middle and working class people.
  • The voter were made drunk before they voted so
    they could be bribed into voting because the vote
    wasnt done in secret.
  • No salaries for MPs.
  • House of Lords people are given their position
    rather than elected.
  • Rich upper classes elected the House of Commons.

2. The Governments efforts to introduce more
reforms. 4 Bills were presented to do with
reform. All were thrown out. When the Whigs were
in power the gateway to Parliamentary reform was
finally opened. Benefit people in towns,
because they took away the seats from small
boroughs and gave them to big towns
instead. Lord John Russell introduced the Bills
(Leader of the Whigs) Just under 2 millions
people were given the right to vote, including
skilled workers.

3. The terms of the 1867 Reform Act They
extended the franchise (the right to vote) Seats
were re-distributed (from the Boroughs to the
cities) In Glasgow, the number of voter grew
from 18,000 to 47,000 The right to vote was
given to all male householders in the boroughs
who were lodgers and paying rent of 10 or more.
Owners of land were 5 and tenants paying 14 or
more in the cities. Boroughs with small
populations lost one of their two MPs. Scotland,
counties and larger Boroughs got more MPs.

4. How did the Act take migration into
account? Redistributed 45 Boroughs of less than
10,000 and gave them to counties and larger
boroughs. 25 seats, specifically, went to the
counties and the rest to large towns. This
dealt with the amount of people leaving the
country side and moving to towns.

5. How much progress towards democracy was made
by the 1867 Reform Act? A bit of progress as
more people could vote but there was still a lot
who couldnt vote. The MPs were spread out
better. Voting was still done in public MPs
are still not getting paid The house of Lords
was still too powerful!
