Overview - RTAP

• Purpose
• Satisfy near-term technology needs of DHS
  customers State and Local responders
• Objective
• Deliver customers highest priority prototypes in
  6-18 months after development contract award

• Method
• Annually, help customers generate highest
  priority technical requirements for prototypes
• HSARPA solicits the private sector and they
  develop the prototypes
• Work with users to field test as desired
• Funding
• 35M in FY05, and as appropriated each year
  thereafter

• Why start a near-term project without a
  commitment to field?
• Users define requirements and priorities
• Requirements generation panels formed of users
  nominated by their Under Secretary
• Users work with ST through field test phase
• Production procurement and deployment is the
  responsibility of the users
