  • What type of conflicts could the states run into
    in deciding a new government?

Convention of State Delegates
  • The main issue of convention was how the problem
    of big states versus small states going to be
    solved.
  • Two plans were introduced in trying to solve the
    problem.
  • Virginia Plan- by James Madison proposed a two
    house legislature with membership based off
    population.
  • New Jersey Plan- by William Patterson proposed a
    single house with each state having one vote,
    equal representation.

  • Wanted a two house legislature.
  • Believed Delegates be assigned based off
    population.
  • Small States
  • Congress keep the one house legislature.
  • Each state have one vote and be equal.

The Great Compromise
  • Roger Sherman from Connecticut came up a
    compromise that benefited both sides.
  • Two House Legislation
  • House of Representatives- Number of
    representatives determined by each states
    population.
  • Senate- Equal Representation of each state
    determined by the House of Representatives.
  • Later changed in 1913 with Amendment 17.

Issue of SlaveryHow would slaves be counted in
the population?
  • North
  • Slaves could not be counted when deciding the
    number of delegates.
  • However, slaves should be counted when
    determining how much a state owes.
  • South
  • States should count slaves when determining
    representation.
  • Slaves not counted when figuring out taxes.

The 3/5th Compromise
  • Slaves would be counted as 3/5 (60) of a person.
  • Congress could regulate trade, but not get
    involved in the slave trade for at least 20
    years.
  • Impact
  • There was no end to slavery in the near future.
  • The compromise eased the tension, but did not
    solve the problem.
