Title: SCAR Strategy for Education and Training

1
SCAR Strategy for Education and Training
  • Colin Summerhayes (SCAR)
  • Azizan Abu Sameh (Malaysia)
  • Brian Storey (NZ)

2
The Strategy
  • To enable as many countries as possible to
    participate in establishing through scientific
research and international cooperation a broad
understanding of the nature of Antarctica, the
role of Antarctica in the Earth System, and the
effects of global change on Antarctica
  • To identify issues emerging from greater
scientific understanding of the region that
should be brought to the attention of policy
    makers
  • To engage the attention of the young, and to
interest young scientists so as to create the
cadre of Antarctic scientists for the future.

3
The Objectives
  • to help Members scientists achieve the following
    objectives
  • to engage in high quality international
    scientific research
  • to benefit from SCARs activities
  • to make best use of data and information
  • to provide objective and independent scientific
    advice to their own governments
  • to make best use of Antarctic examples to
illustrate key scientific principles in schools
    and universities.

4
Current Efforts
  • Fellowships 3-5/yr up to 10k each
  • 6th Continent Initiative - IPY field-work
  • JCADM training in data centre management
  • Workshops (e.g. climate workshop - Malaysia)
  • National activities (McMurdo Gateway Antarctica
    etc)
  • Education packs and web sites
  • New - IPY Outreach
  • New - International Antarctic Institute concept.

5
Ten principles
  • Help scientists and students develop an interest
    in polar sciences
  • Members implement nationally SCAR
    internationally
  • Lead to sustained improvements
  • Be undertaken in partnership (donors,
    stakeholders)
  • Work to clearly stated requirements and goals
  • Capitalise on existing systems
  • Be embedded in SCAR activities and programmes
  • Recognise related interests of global programmes
  • Optimise limited resources make long term
    commitments
  • Follow performance measures, with well designed
    reporting and follow-up.

6
Twelve Mechanisms
  • More Fellowships
  • Encourage training through research
  • Distinguished Visitors lecture programme
  • Distance learning with advanced courses (IAI)
  • Networks
  • Help in publishing in top journals
  • Research partnerships
  • Travel grants to facilitate membership of SCAR
    groups
  • Travel grants for conference attendance
  • Make data more readily available
  • Tell the story to the public (e.g. web portals)
  • Create education packs for
  • teachers and students.

7
Implementation
  • SCAR Capacity Building and Education Group
  • 2 years review gaps develop plans establish
    priorities create web portal
  • 6 years obtain funding refine monitoring and
    performance refine priorities expand efforts
  • 10 years viable programme, sustained for the
    long-term.
  • IPY Outreach development
  • IAI development
  • Explore TWAS
  • Explore START (IGBP)

8
The Link to COMNAP
  • Logistics must develop to keep pace with the
    demands of science
  • Education and training is a fundamental
    requirement for all
  • Outreach and public awareness is essential for
support of both logistics and science
  • Our individual goals are inextricably
    intertwined.
  • TAKE HOME MESSAGE
  • We should work together to achieve an overall
goal that is greater than the sum of its parts.
