    comprehensive list of common contract quality
    clauses, guidance for application, and
    definitions to be used for acquisitions.

PARTICIPATION
  • First working group meeting was held December 4 -
    5, 2001, at MSFC. Participants included

Boeing Hernandez Engineering Lockheed
Martin SAIC USA
NASA HQ MSFC JSC JPL NASA Procurement
There have been two subsequent meetings including
a face to face February 19-21 at NASA HQ.

  • Certificate of Compliance (C of C)
  • Organization shall provide a certification with
    each shipment to attest that the parts,
    assemblies, subassemblies, or detail parts
    conform to the Order requirements. When
    applicable, the true manufacturers, lot, heat,
    batch, date code, and/or serial number must
    appear on the certification. Certification must
    contain the following
  • Customers Order number
  • Line number
  • Part number
  • Name and address of manufacturing or processing
    location
  • Manufacturers lot, heat, batch, date code,
    and/or serial number (if applicable)
  • Quantity and unit of measurement (each, box,
    case, gallons, etc.)
  • Be signed and dated by an official of the
    company.
  • The applicable material test results, process
    certifications and inspection records shall be
    presented upon Customers request. Organization
    shall perform inspection, as necessary, to
    determine the acceptability of all articles under
    this Order. All articles submitted by
    Organization under this Order are subject to
    final inspection at Customers plant.

  • Guidance
  • When reviewing a C of C, the organization or
    suppliers format should be considered acceptable
    as long as it contains the information noted in
    the clause.
  • When acceptance is being made by the government,
    additional provisions of certification of
    conformance may apply. Reference FAR section
    52.246-15

CONCLUSION
  • This working group is a worthwhile effort that
    should result in higher quality products at lower
    cost to the government and industry through a
    simplification of the procurement quality
    process.
  • The next step is to provide these draft inputs to
    the Americas Aerospace Quality Group (AAQS) for
    further input and review, eventually leading to
    their release as recommended aerospace
    clauses/guidance.
